AMERICAN lEGION POST 227 REQUEST FOR VETERANS' DAY
ACTIVITIES
SUMMARY:
The American legion Post 227 is requesting authorization to conduct Veterans' Day
activities at Peppertree Park and the authorization to close streets for a Veterans' Day
celebration on Sunday, November 13, 2005.
RECOMMENDATION:

FISCAL IMPACT:
The cost for the Peppertree Park portion of the celebration is $450. The estimated cost
for the street closure is $5,321. The total for both events is $5,971. The cost for the
events would be borne by the applicant, American legion Post 227.
BACKGROUND:
The American legion Post 227 is coordinating the 2005 Veterans' Day activities to be
held in the Old Town Tustin area and Peppertree Park on Sunday, November 13, 2005.
They have completed a facility use and special events application. Their application
lists the requirements and includes copies of insurance, a waste collection plan, a
recommended parade route, a schedule of events, Police and Traffic service
requirement, Public Works Department logistical support, Parks and Recreation
Department staff and coordination, and facility use permits.
The activities scheduled for Peppertree Park include guest speakers, static displays, a
picnic, games for children and music. The Veterans' Day activities at Peppertree Park
are scheduled to commence at 12:00 noon.
The Veterans' Day Parade Committee of the Tustin American legion Post 227 is also
requesting that streets in the downtown area be closed for a Veterans' Day Parade.
The Veterans' Day Parade Committee is proposing that streets be closed from 9:00
a.m. to 12:00 noon on Sunday, November 13.

A number of parade options have been identified to recognize the service of our
veterans for the Veterans' Day Celebration. The four options identified are as follows:
Option A
This parade route is being recommended by the Veterans' Day Committee. It would
include a staging area in the rear area parking lot at City Hall and a portion of Third
Street. In addition, a portion of Prospect, north and south of Third Street, would also be
used for staging. The parade would begin at Prospect and Third and proceed west on
Third, cross EI Camino Real, and turn right (north) onto C Street. It would proceed
north to Second Street, where it would turn right (east) onto Second Street. The
viewing stand would be located at this turn. The parade units would continue eastward
on Second Street to Prospect and then disband.
Option B
This option would locate the parade staging area north of main and west of C Street, on
C Street. The parade would proceed north on C Street past the School District
Administration Buildings to First Street where it would turn left (west) onto First Street
and proceed west to B Street. It would turn left on B Street and disband at the rear
portion of the Senior Citizen Center.
Option C
This option would be to dedicate a portion of the Tustin Tiller Days Parade, scheduled
for Saturday, October 1, 2005. Up to 20 units could be allocated by the Tiller Days
Parade Committee in recognition and honor of our veterans. These parade units would
have a specific portion of the Tiller Days Parade and be recognized by an overall larger
crowd that attends the Tiller Days activities. The American Legion Post 227 could still
schedule the Veterans' Day activities in Peppertree Park for November 13.
Option D
The City of La Palma is hosting the official Veterans' Day Parade of Orange County.
They have invited our American Legion Post 227 to have dedicated units in their
Veterans' Day Celebration Parade.
Parade Options A & B provide a significant impact to our local business and churches in
the community, as well as significant costs to the applicant. Following is a breakdown
of the required fees:

Dear Pat,
Here is a re-cap of our conversation from a few weeks ago.
For the past 20 years, the City of La Palma has conducted its La Palma Days Community
celebration every November, on the second Saturday of the month. We are currently
preparing for our 21" annual event, scheduled to be held this year on Saturday, November
12,2005. This year's highlight will be the celebration of La Palma's 50th Anniversary.
In addition to the emphasis on La Palma's birthday, our parade also recognizes our
veteran's. For the past 3 years, the Orange County Board of Supervisors has designated
our parade as the Official Orange County Veterans Day parade and we are very proud to
be able to honor those who have served our country.
Earlier this month, the La Palma Days Parade Committee met to begin preparation for
our event. At this meeting, it was mentioned that Tustin might be canceling its Veterans
Day Parade. I was asked to contact your department for confirmation and to offer our
event as an alternative for those units who wished to continue to participate in a
Veteran's Day event. We'd be happy to welcome them to our parade.
