SUBJECT: TUSTIN CIVIC CENTER WALL MURAL PUBLIC ART PROJECT
SUMMARY:
At their October 16, 2019, Regular Meeting, the Community Services Commission
recommended to forward a wall mural concept selected by the Public Art Committee for
consideration by the City Council.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 19-48 approving the wall mural
design, submitted by artist Aaron Glasson, to be painted on the seat wall at the Tustin
Civic Center, outside the Clifton C. Miller Community Center, and authorize the Parks and
Recreation Department to execute an agreement with the artist.
FISCAL IMPACT:
The artist will be paid up to $4,500 upon completion of the seat wall, which includes artist
materials. The remaining balance available for public art projects this fiscal year would be
$7,800.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
On March 20, 2018, the City Council approved Resolution 18-17 establishing a City of
Tustin Public Art Policy. The policy established a Public Art Committee appointed by the
City Council, who will administer the Public Art Program, and manage a $15,000 Public
Art Fund comprised of General Fund monies for the purposes of strategically
commissioning public art projects. The policy also includes procedures for evaluating
artwork proposed to be donated to the city.
The approval of the policy allowed Parks and Recreation Department staff to initiate the
process of organizing the public art program and begin Public Art Committee activities in
September 2018. The Public Art Committee successfully completed Phase 1 of the Old
Town Tustin Planter Box Art Project in July 2019 which resulted in nine beautifully painted
planter boxes decorating the streets of Old Town Tustin.
In accordance with the City of Tustin Public Art Policy, and to enhance the quality of life
for its citizens, the Public Art Committee initiated a second public art project to
commission the painting of the seat wall outside the south entrance of the Clifton C. Miller
Community Center. The wall faces Main Street and it is approximately 2.5' x 16.0' (see
Exhibit A).
In moving the project forward earlier this year, the Public Art Committee solicited artists
through a Request for Proposal (RFP) process. Twelve (12) artists responded to the
RFP, submitting 21 designs for the Public Art Committee to review. The Committee
selected a design submitted by Aaron Glasson at their September 18, 2019, meeting, and
as per the City of Tustin Public Art Policy, forwarded it to the Community Services
Commission for recommendation to the City Council for final consideration and approval.
Staff estimates that the Tustin Civic Center Wall Mural project will be completed by the
end of November 2019; however, the work may extend into December 2019 if necessary.

RESOLUTION NO. 19-48
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH
THE ARTIST
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, a Request for Proposals was published and the Public Art
Committee reviewed and discussed each proposal; and
WHEREAS, the Public Art Committee has made recommendations .to the City
Council with regards to approving the artwork submitted by Aaron Glasson for a painted
mural on a concrete seat wall at the Tustin Civic Center on the south side of the Clifton
C. Miller Community Center as set forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Parks and Recreation Department
and authorizes the Acting Director of Parks and Recreation to execute an agreement
with the artist as recommended by the Public Art Committee in a total amount not to
exceed $4,500; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of November 2019.

SUMMERY
Artist and creative director Aaron Glasson was born in New Zealand and now lives in the United States.
His diverse portfolio consists of vibrant murals, paintings, illustration, films and interactive installations.
His work explores such themes as our relationship to the natural environment, community empowerment
and education, the subconscious, and the unseen.
Aaron's studio work, installations and gallery projects have been exhibited throughout the world most
notably at the Oceanside Museum of Art, Spoke Art Gallery, Ship in the Woods, & LeBasse. He has
painted murals in the United States, Australia, New Zealand, Canada, Vietnam, Sri Lanka, India, Mexico
and Grenada. His work has been featured in such publications as Juxtapoz Magazine, Lucky Peach, Hi -
Fructose Magazine, and the Huffington Post.
Aaron is also the creative director of PangeaSeed, an international organization collaborating with
members of the art, science, and environmental activist communities to raise awareness and education
surrounding the conservation and preservation threatened marine species and ecosystems.
PangeaSeed's Sea Walls: Murals for Oceans project has produced over 300 murals promoting ocean
conservation since its creation in 2013.
