WEST, CITY MANAGER Agenda Item 7 Reviewed: City Manager Finance Director FROM: CHAD CLANTON, ACTING DIRECTOR, PARKS & RECREATION SERVICES SUBJECT: AUTHORIZATION TO PURCHASE AND INSTALL A PICNIC SHELTER AND TWO (2) SHADE STRUCTURES FOR THE COLUMBUS TUSTIN PARK PICNIC SHELTER AND SPORTS FIELD IMPROVEMENTS (CIP NO. 20080) SUMMARY: Staff is requesting authorization to contract with Icon Shelter Systems, Inc. for the purchase and installation of a picnic shelter and two bleacher shade structures at Columbus Tustin Park (CIP No. 20080) utilizing the Houston -Galveston Area Council (HGAC) Buy cooperative government purchasing program. RECOMMENDATION: It is recommended that the City Council adopt Resolution 19-49, authorizing the use of the Houston -Galveston Area Council (HGAC) Buy cooperative government purchasing program (Contract # PR11-18) for the purchase and installation of a picnic shelter and two bleacher shade structures at Columbus Tustin Park from Icon Shelter Systems, Inc. FISCAL IMPACT: Sufficient funds have been budgeted for this project in the Fiscal Year 2019-2020 Capital Improvement Program. The total estimated expenditure for the purchase and installation of the picnic shelter and two bleacher shade structures for this project is $270,045. Utilizing the HGAC Buy program for this project will provide a 10% savings on the equipment as well as the installation, totaling a saving close to $28,000. CORRELATION TO THE STRATEGIC PLAN: This project advances the following goals of the City of Tustin Strategic Plan: • Goal A. Economic and Neighborhood Development, Item 6 - by making improvements to existing parks to expand recreational activities. • Goal C. Financial Strength, Item 4a - by providing a new source of revenue. BACKGROUND: In July of each year, staff leads a tour of Tustin's parks for the Community Services Commission. During this tour, the Commission identifies potential capital projects to improve existing facilities or introduce new amenities. In 2017, the Commission recognized the opportunity for a new picnic shelter at Columbus Tustin Park. This amenity will serve as a location for family picnics and social events in an underutilized area of the park adjacent to the tennis courts between the playground and the restroom building. In addition, it will provide a new source of rental revenue from reservations. Currently Columbus Tustin is one the few Tustin parks that does not have a reservable picnic shelter. Another item commonly identified by the Community Services Commission at their annual park tours is a general need for shade at various locations. One of these sites is the spectator bleachers at Columbus Tustin Park Ballfield #2, which is the home of Tustin Girls Softball. While the other ballfields at Columbus Tustin Park have trees nearby that provide some shade for spectators, the two sets of bleachers at Ballfield #2 are totally exposed to the sun. The 40' x 50' picnic shelter features a pre-engineered steel frame with a metal multi -rib gable roof and tongue & groove wood ceiling (see Attachment 1) installed over a concrete slab. The two 12' x 18' bleacher shade structures have a monoslope cantilever design, also with a pre-engineered steel frame and metal multi -rib roof (see Attachment 2). HGAC Buy is a nation-wide cooperative purchasing program based out of Texas with a 40 -year history of serving local governments in all 50 states and Canada. The program offers participating agencies an expedited process to procure products and services that have been subjected to a competitive public bid/proposal process compliant with state statutes. HGAC Buy also provides access to volume pricing and discounts, which in the case of Icon Shelter Systems, Inc., results in a 10% cost savings for both equipment and installation. Use of government purchasing programs is authorized pursuant to Tustin City Code Section 1625c. This project was identified by the Community Services Commission as the next to be completed on their seven-year Capital Improvement Project Priority List. Respectfully submitted, Chad Clanton, Acting Director Parks & Recreation Services Attachments: Picnic Shelter Rendering Bleacher Shade Structure Rendering : k§ n : <� j ¥ • �f ) . y. • ( � § tm wy OL \ ` ® " / - x -� -4 : k§ n RESOLUTION NO. 19-49 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE USE OF THE HOUSTON- GALVESTON AREA COUNCIL (HGAC) BUY COOPERATIVE PURCHASING PROGRAM TO CONTRACT FOR THE PUCHASE AND INSTALLATION OF A PICNIC SHELTER AND TWO (2) BLEACHER SHADE STRUCTURES AT COLUMBUS TUSTIN PARK (CIP No. 20080) WHEREAS, it is the intention of the City of Tustin to purchase and install a picnic shelter and two bleacher shade structures at Columbus Tustin Park, 17522 Beneta Way, and; WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes the use of government purchasing programs to obtain materials, supplies, and equipment if it can be acquired more cheaply or efficiently; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California does hereby authorize the purchase and installation of a picnic shelter and two bleacher shade structures at Columbus Tustin Park (CIP No. 20080) from Icon Shelter Systems, Inc. utilizing a competitively bid contract through the Houston -Galveston Area Council Buy cooperative purchasing program (Contract # PR11-18) and that Mr. Matthew S. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
