HomeMy WebLinkAbout04 HISTORIC RESOURCES SURVEY UPDATE PC REPORT I r --- AGENDA REPORT ITEM #4 MEETING DATE: NOVEMBER 12. 2019 TO: PLANNING COMMISSION AS HISTORIC AND CULTURAL RESOURCES ADVISOR FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: HISTORIC RESOURCES SURVEY UPDATE BACKGROUND On March 26, 2019, the Planning Commission, as Historic and Cultural Resources Advisor, approved a Work Program for 2019. The Work Program included an update of the City's Historic Resources Survey (Survey), last prepared in 2003. On May 2, 2019, the Community Development Department released an RFP to qualified professionals to update the Survey. The Survey was last updated in 2003. During the months of August and September 2019, staff conducted interviews with each of the five (5) consultants who responded to the RFP, with a second interview and contract offered to Architectural Resources Group. HISTORICAL RESOURCES SURVEY UPDATE The survey's scope of work includes the following: • Review historic contexts contained in the 1990 and 2003 surveys and update as needed. The context statement will focus on historic themes and patterns that have shaped the City of Tustin. • Conduct a reconnaissance field survey to identify potential significant areas or specific properties that warrant a more intensive study and to review previously identified properties for integrity and to identify modifications to existing resources. Newly proposed resources would need to meet the National and California Registers and local criteria for designation to qualify for inclusion in the updated survey. • Provide high-quality digital photography of all historic resources. • Provide database technology capable of being integrated with the City's Geographical Information System (GIS). Planning Commission Report November 12, 2019 Page 2 Analyze opportunities and constraints of expansion of the Cultural Resources District to the north (First Street to Irvine Boulevard between Yorba Avenue and Prospect Avenue). COMMUNITY OUTREACH The survey update will include outreach to the community and local community groups as follows: • Conduct two (2) community workshops. • Meet with community groups including Tustin Area Historical Society, Tustin Preservation Conservancy and Tustin Chamber of Commerce Economic Development (TED). • Provide advance notice to neighborhoods undergoing survey work. • Provide a City of Tustin website dedicated survey update page. • Provide two (2) status reports to the Planning Commission as Historic and Cultural Resources Advisor. • Provide one (1) repo rtlpresentation to City Council. PROJECT TIMELINE Staff anticipates the following major milestones to occur during the survey update process: • Project Commencement/ Data November 2019 Collection • Historic Context Statement December 2019 - June 2020 Preparation • Public Project Kickoff Meeting January 2020 • Reconnaissance Survey February—April 2020 • Community Workshop #2 April 2020, • Planning Commission Update April 2020 • Intensive Survey July-October 2020 • Draft Survey Report October 2020—January 2021 • Final Report April 2021 • Planning Commission Update May 2021 • City Council June 2021 Planning Commission Report November 12, 2019 Page 3 RECOMMENDATION That the Planning Commission receive and file the report.
