SUBJECT: SUPPLEMENTAL INFORMATION- ITEM #2 RHNA ALLOCATION
Since the Agenda Report for the Regional Housing Needs Assessment (RNHA) Allocation
was prepared, the Southern California Association of Governments (SCAG) Regional
Council took the following action on the RHNA Methodology:
SCAG Regional Council Action on RHNA_Methodology
On November 7, 2019, the SCAG Regional Council voted 43-19 to approve the
modified RHNA methodology that was introduced by City of Riverside representative
Mayor Rusty Bailey through a substitute motion. All Orange County SCAG
representatives voted in opposition. The Regional Council directed SCAG staff to refine
the allocation methodology before forwarding the information to HCD.
The modified RHNA methodology approved by the SCAG Regional Council changes
the distribution from the SCAG staff recommendation and results in significantly higher
RHNA allocations for thirteen (13) of the thirty-five (35) jurisdictions in Orange County,
including Tustin. As noted in the Agenda Report, Tustin would receive a RHNA
allocation of around 9,493 housing units. This allocation is approximately double the
size of the allocation under the methodology that was recommended by SCAG staff.
HCD now has sixty (60) days to review and make comments on SCAG's draft RHNA
Allocation Methodology. The SCAG Regional Council will then vote to adopt a final
RHNA Allocation Methodology in early Spring of 2020. The City of Tustin would be able
to appeal the draft RHNA allocation based on certain limited factors, but there is no
appeal process for the RHNA methodology.
The following exhibit shows the draft total RHNA allocation for Tustin based on three (3)
methodologies that SCAG presented.
