SUBJECT: APPOINTMENT TO FILL VACANCY IN BOARD OF DIRECTORS OF THE
TUSTIN AREA SENIOR CENTER FUND, INC.
SUMMARY
Per the Tustin Area Senior Center Fund, Inc. by-laws, City Council action is required to fill a
vacancy on the fund's Board of Directors. Due to the resignation of Don Ropele, a vacancy
currently exists and staff is recommending Mr. Ken Higman to fill this opening.
RECOMMENDATION
It is recommended that the City Council appoint Mr. Ken Higman, an active community
volunteer, to the Board of Directors of the Tustin Area Senior Center Fund, Inc.
BACKGROUND
The Tustin Area Senior Center Fund, Inc. was established in 1985 to raise money for the
construction of the Tustin Area Senior Center. When the center opened in 1989, the Articles of
Incorporation were amended to include acceptance of gifts and donations to aid in capital
acquisitions and operation of the center. Some of the projects financed by the fund include the
Computer Learning Center, the kitchen renovation, and annual facility upgrades.
The Tustin Area Senior Center Fund, Inc. Board of Directors consists of five members,
including one member of City Council and the City Manager. Due to the resignation of Don
Ropele, there is now an open position on the Board. Mr. Higman is currently a volunteer at the
senior center and he has expressed an interest in filling this vacancy.
Since retiring in 2017, Mr. Higman has been an active community volunteer. In addition to his
contributions at the senior center, he also volunteers with Lions Club International, Bowers
Museum, and AARP. Attached is a letter of interest from Mr. Higman and his resume.

I am interested in participating in the TASC Fund in any capacity the center would
welcome me. I have been volunteering at the TASC for almost 3 years now and have
seen first-hand the valuable services our center provides to seniors and other members of
our community.
It's been an honor to be involved with the center, and I would like to expand my role in
striving to build upon the great work that is currently being done there.
I bring with me approximately 30 years of corporate finance experience as well as other
volunteer activities in the area which includes AARP's Tax. Aide and Fraud Prevention
Programs, bions Club International, andihe Bower's Museum. But more importantly, I
bring an enthusiasm and interest in working together to facilitate continued growth and
success with the TASC.
