TO ADVERTISE FOR BIDS FOR THE RED Hill AVENUE/OlWYN
DRIVE PEDESTRIAN ENHANCEMENT PROJECT (CIP NO. 4067)
SUBJECT:
SUMMARY
The plans and specifications for the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement
Project (CIP No. 4067) have been prepared and the project is now ready to be bid. This
project provides for the installation of an in-pavement lighted crosswalk system at the Red Hill
Avenue/Olwyn Drive intersection.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 05-54, approving the plans and
specifications for the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP No.
4067), and authorizing and directing the City Clerk to advertise for bids.
FISCAL IMPACT
The FY 2004/2005 CIP budget allocates $80,000 to the project. The proposed FY 2005/2006
CIP budget allocates additional monies in order to fully fund the construction phase of the
project. The engineer's construction cost estimate to complete this work is $126,000.
BACKGROUND
The proposed project involves the installation of flashing lights within the pavement at an
existing school crosswalk across the south leg of Red Hill Avenue at Olwyn Drive. The
proposed flashing lights will be activated by pedestrians and serve to provide additional
warning to drivers that a pedestrian is using the crosswalk. A contract for installation of a
similar system was recently approved by the City Council for the intersection of Pasadena
Avenue/Altadena Drive. The technology is being applied by various cities throughout the
country and is intended to provide benefits for pedestrians under both daytime and nighttime
conditions. The project also includes the modification of curb ramps to meet requirements of
the federal Americans with Disabilities Act (ADA).
Since this project involves the enhancement of existing facilities with minor modifications, it is
categorically exempt under California Environmental Quality Act (CEQA) requirements. A
Notice of Exemption has been recorded with the County of Orange.

RESOLUTION NO. 05-54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE RED
HILL AVENUE/OLWYN DRIVE PEDESTRIAN ENHANCEMENT PROJECT (CIP
NO. 4067), AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Red Hill Avenue/Olwyn Drive Pedestrian
Enhancement Project (CIP No. 4067); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project
(CIP No. 4067)
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5th day of July 2005.
