HomeMy WebLinkAbout08 HISTORIC RESOURCES SURVEY UPDATEMEETING DATE: TO: FROM: SUBJECT: SUMMARY: Agenda Item 8 AGENDA REPORT Reviewed: City Manager Finance Director N/A DECEMBER 3, 2019 MATTHEW WEST, CITY MANAGER ELIZABETH BINSACK, COMMUNITY DEVELOPMENT DIRECTOR HISTORIC RESOURCES SURVEY UPDATE On March 26, 2019, the Planning Commission, as Historic and Cultural Resources Advisor, approved a Work Program for 2019. The Work Program included an update of the City's Historic Resources Survey (Survey), last prepared in 2003. On June 5, 2018, the City Council adopted Resolution 18-40 which appropriated funding to the Community Development Department to update the Survey. On May 2, 2019, the Community Development Department released an RFP to qualified professionals to update the Survey. During the months of August and September 2019, staff conducted interviews with each of the five (5) consultants who responded to the RFP, with a second interview and contract offered to and accepted by Architectural Resources Group. On November 12, 2019, the Planning Commission, as Historic and Cultural Resources Advisor, received a project overview presentation by Planning staff and Architectural Resources Group. RECOMMENDATION: That the City Council receive and file the report. FISCAL IMPACT: All activities related to the survey update for the 2019-2021 fiscal years have received City Council's approval and budget appropriation. City Council Resolution 19-47 amended the Community Development Block Grant Program (CDBG) 2019-20 Action Plan by reallocating funding from CDBG Program Administration activity to the Historic Resources Survey Update. City Council Report December 3, 2019 Page 2 CORRELATION TO THE STRATEGIC PLAN: Cultural and historic resources correlate to Goal A of the City of Tustin's Strategic Plan pertaining to enhancing the vibrancy and quality of life in all neighborhoods and areas of the community. HISTORIC RESOURCES SURVEY UPDATE: The survey's scope of work includes the following: • Review historic contexts contained in the 1990 and 2003 surveys and update as needed. The context statement will focus on historic themes and patterns that have shaped the City of Tustin. • Conduct a reconnaissance field survey to identify potential significant areas or specific properties that warrant a more intensive study and to review previously identified properties for integrity and to identify modifications to existing resources. Newly proposed resources would need to meet the National and California Registers and local criteria for designation to qualify for inclusion in the updated survey. • Conduct intensive survey of previously identified properties to photograph and update the documentation of properties. • Provide high-quality digital photography of all historic resources. • Provide database technology capable of being integrated with the City's Geographical Information System (GIS). • Analyze opportunities and constraints of expansion of the Cultural Resources District to the north (First Street to Irvine Boulevard between Yorba Avenue and Prospect Avenue). COMMUNITY OUTREACH: The survey update will also include outreach to the community and local community groups over the course of survey update project as follows: • Conduct two (2) community workshops. • Meet with community groups including Tustin Area Historical Society, Tustin Preservation Conservancy and Tustin Chamber of Commerce Economic Development (TED). • Provide advance notice to neighborhoods undergoing survey work. • Provide a dedicated survey update page on the City of Tustin website with current information on the status of the project. • Provide three (3) status reports/presentations to the Planning Commission as Historic and Cultural Resources Advisor. • Provide final report/presentation to City Council.
