RESOLUTION NO. 88-35
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA RELATING TO THE COMPENSATION OF ADMINISTRATIVE AND
MANAGEMENT EMPLOYEES
WHEREAS, the City Council of the City of Tustin, California
retained the consulting firm of Ralph Anderson and Associates to
conduct a Management Compensation Study;
WHEREAS, the Management Compensation Study dated January 14, 1988
contains ten (10) cities that were used for purposes of establishing
the median for salaries, fringe benefits and retirement benefits for
administrative and management employees; and
WHEREAS, the Management Compensation Study set forth certain
recommendations with regard to the method for establishing the total
compensation of administrative and management employees~
NOW, THEREFORE, the City Council of the City of Tustin hereby
resolve as follows:
Section 1-.Compensation Policy: It is the policy of the City Council to
set the salaries, fringe benefits and retirement benefits of
administrative and management employees at the median of the cities set
forth in Exhibit A (Labor Market Survey Agencies) of the Management
Compensation Study subject to the limitatio, as set forth in this
resolution.
Section 2: Application of Personnel Rules and REgulations: The granting
of salary increases shall be subject to the formula set forth in Sections 3
and 4, provided, however, that salary increases shall be granted in
accordance with the Personnel Rules and Regulations and contingent
upon satisfactory performance as determined by the
Department Head and approved by the City manager for Management
and for Administrative employees°

.Secti on 3' Formula for Setti nq Sal ari es' Sal ari es of admi ni strati ve and
management employees shall be brought to the median of the cities set
forth in Exhibit A of the Management Compensation Study within a period
of three calendar years commencing January 4, 1988. Using Exhibit R
(Salary Recommendations) of the Management Compensation Study,
adjustments shall be granted at a rate not to exceed 5% in January and
July of each calendar year until the salary for each position
classification is increased to the amount set forth in Exhibit R.
Section 4.' Annual Salary Survey' Salaries for Administrative and
Management employees shall be surveyed in November of each year
commencing in 1988. The salary survey shall use the cities set forth
in Exhibit A of the Management Compensation Study. Based upon the
findings of the salary survey, the salaries of administrative and
management employees shall be adjusted subject to the limitations set
forth in Section 3. Any adjustments in accordance wi th this Section.
shall also consider the internal alignment recommendations set forth in
Exhibit R (Salary Recommendations) of the Management Compensation
Study.
Section 5: Retirement Benefits: Effective January 3, 1990, the City's
contract for Public Employees Retirement System (PERS) benefits for
administrative and management employees shall be 'amended to include the

All Other Administrative and Management Employees-

Section 6.' Fringe...Benefits-Fringe benefits (all
base salary and retirement benefits) shall be set

benefits, consideration shall be given to the type and coverage of a

of fringe benefits shall be prepared in November of each calendar year
in conjunction wi th the annual salary survey as set forth in Section
4.
Section 7 Lon g Term Disabilitv Benefits The maximum benefits payable
through the City's long term disability plan shall be $5,200 per month.
The employee shall be responsible for payment of the monthly premium.

Section 9' .City Manager. Compensation' The salary, fringe benefits and '
retirement benefits of the City Manager shall be determined by the' City
Council.
PASSED AND ADOPTED at a regular meeting of the City Council
