SUBJECT: NOTICE OF COMPLETION FOR THE POLICE DEPARTMENT EVIDENCE
ROOM HVAC PROJECT CIP NO. 10032
SUMMARY
Construction for the Police Department Evidence Room HVAC Project (CIP No. 10032) has
been completed to the satisfaction of the City Engineer and is now ready for City Council
acceptance.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 19-61 accepting the Police Department Evidence Room HVAC
Project (CIP No. 10032); and
2. Authorize the City Engineer to execute and file the Notice of Completion with the County
Recorder's Office.
FISCAL IMPACT
The Police Department Evidence Room HVAC Project (CIP No. 10032) was funded by the
Capital Projects Fund (Fund 200). The Police Department secured $80,000 for the project
through a Proposition 69 grant, which is managed by the County of Orange. The final
construction cost for the project was $198,620.00 and no change orders were needed to
complete the work.
CORRELATION TO THE STRATEGIC PLAN
The Police Department Evidence Room HVAC Project contributed to the fulfillment of the City's
Strategic Plan Goal B: Create and implement a plan to protect the City's public assets.
Specifically, the project implementation of Strategy 5a, which among other items, is for the
improvement of City facilities.
BACKGROUND
On April 2, 2019, City Council authorized the award of contract to TBC Contractors Corporation
for the Police Department Evidence Room HVAC Project (CIP No. 10032). The Police
Department Evidence Room HVAC Project consisted of related demolition, electrical and
structural work. Work completed includes installation of new air handler and exhaust air fans
with new air conditioning units, and balance of the air distribution system.

Construction was completed to the satisfaction of the City Engineer on November 22, 2019 and
is now ready for City Council acceptance.

RESOLUTION NO. 19-61
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION
FOR THE POLICE DEPARTMENT EVIDENCE ROOM HVAC PROJECT (CIP
10032)
WHEREAS, TBC Contractors Corporation, having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and completion
of said public improvement hereinafter mentioned in a manner satisfactory to the City
Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions of
the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is hereby
accepted. Said public works and improvement is more particularly described as follows:
The Police Department Evidence Room HVAC Project (CIP 10032)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby
authorized to execute and file a Notice of Completion for the acceptance of said public
works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 17th day of December, 2019.
