advance the Early Childhood Policy Framework and use
our collective strengths for greater impact on early
childhood outcomes.
Strategic Directions

families, quality early learning , comprehensive health
and development across sectors.
2. Change the funding landscape to prioritize early
childhood.
The Facts to Support Investment in Early Childhood
•90% of brain development occurs in the first 5 years of life
•700 neural connections per second develop in the first three years of life
•Children who are “Ready for School”
•75% less likely to drop out of school
•60% less likely to become teen parents
•40% more likely to attend college
•Early Development Index Data in Orange County indicates approximately 50% of
children in OC are at not ready for kindergarten
•Although change can occur after the early childhood years, it is more costly and takes
more time and resources to make the change.
Smart investments in early childhood produce social benefits, cost
savings, and economic returns for children, families, and society.
