COUNCIL COMPENSATION
November 19, 2019 – Agenda Item

Until 2012, City Council members each received a monthly
salary, health insurance and other benefits for the time and
service they devoted to the public.
In 2012, a majority of the City Council placed Measure HH on
the ballot asking voters to eliminate all City Council
compensation.
That measure was approved by the voters.
Since that time neither the City Council nor Mayors have
received any salary or benefits for their service.

Before Council compensation was
eliminated in 2012:
Multiple candidates often ran for
each empty Council seat.
In 2010, for instance, 8 candidates
ran for 2 Council seats.

Since compensation was eliminated, the City
has had three elections for City Council:
In 2014, 2 candidates ran uncontested for 2
Council seats
In 2016, 4 candidates ran for 3 Council
seats
In 2018, 2 candidates and one write-in
candidate ran for 2 Council seats.

Councilmembers continue to have significant
responsibilities:
Review extensive staff reports to prepare for
decisions
Attend and participate in City Council meetings
Engage in meetings with various constituencies
Attend many civic events at nights and on their
weekends
RESPONSIBILITIESCity of
Tustin
Of the 34 cities in Orange County, 31
compensate their councilmembers’ services
with some amount of salary.
Only Tustin, Orange and Villa Park do not
provide compensation of any sort.
The median councilmember salary paid by
Orange County cities is $681 per month.
BY COMPARISON…City of
Tustin
The item tonight would ask the voters:
Whether to reinstate salaries at $600 per month
Whether to ensure that the salaries are set and
strictly limited by the California Government
Code
The proposed measure would not ask voters to
reinstate any optional benefits like medical, dental or
life insurance.
ASK THE CITY’S VOTERSCity of

To minimize the cost of the election on the
measure, it is suggested that the measure
be consolidated with the November 3,
2020 Presidential and Council election.
This limits the election cost to $8,500

If the measure is approved by the voters
in November 2020, the salaries would not
take effect until December 2022.
EFFECTIVE DATECity of

The Resolutions before the Council tonight:
Call the General Municipal Election and consolidate with the
Statewide election on November 3, 2020 (Reso. 19-56);
Give notice of the election and the proposed limited
compensation measure (Reso. 19-57);
Authorize written arguments for and against the measure
(Reso. 19-58);
Establish the ballot title, direct the preparation of an impartial
analysis, and directing the City Clerk to establish deadlines
(Reso. 19-59)

Staff recommends that the Council:
Adopt all four Resolutions; and
Authorize staff to process all other documents
to proceed with the General Municipal
Election and the proposed City Code
amendments as set forth above.
