RESOLUTION NO. 87-119
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, ORANGE COUNTY, CALIFORNIA, DECLARING
THAT PUBLIC INTEREST AND NECESSITY DEMANDS
IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO
SAFEGUARD LIFE AND HEALTH.
WHEREAS, certain traffic signal facilities have been found to be
malfunctioning intermittently at the intersections of Red Hill Avenue and
Valencia Avenue, and Red Hill Avenue and Warner Avenue; and
WHEREAS, it has been determined that the malfunctioning equipment
should be replaced to minimize the inconvenience and potentially hazardous
conditions to motorists.
NOW, THEREFORE, the City Council does resolve as follows'
SECTION 1.
There is an imediate need to replace the malfunctioning
traffic signal controllers at Red Hill/Valencia and Red Hill/Warner
intersections.
SECTION 2. That the public interest and necessity demands
the mediate expenditure of public money to safeguard life and health.
SECTION 3. The Director of Public Works/City Engi'neer is directed to
take steps to immediately eliminate said conditions in this emergency
without complying with the formal bidding procedures for public contracts.
SECTION 4. This action is taken pursuant to Section 20168 of the
Public Contract Code of the State of California.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin held on the 19th day of October, 1987.
