PLAN
SUMMARY
The Orange County Transportation Authority (OCTA) recently conducted a survey of all 34
cities within the County and the County to determine what projects local officials would like
to see included in an Investment Plan for a Measure M extension. The survey results are
attached.
RECOMMENDATION
Receive and file.
FISCAL IMPACT
None at this time.
DISCUSSION
OCTA staff combined a recent survey regarding the extension of the Measure M Program
with the comments received through individual personal interviews in late 2004 with each
City Manager and Public Works Director. Attachment A reflects the city-specific projects
proposed through the recent surveys and prior interviews. It includes all projects listed on
that survey and any other location-specific projects proposed within a single city.
Attachment B is a report summarizing the key results of the survey and identifying the
highest and lowest ranked transportation priorities of the survey respondents. It reflects
respondents' views on programs for multiple jurisdictions and regional project priorities.
Ultimately the Measure M Investment Plan must be formally approved by a majority of
Orange County cities representing a majority of the incorporated population, the Orange
County Board of Supervisors, and the OCTA Board before it can be placed on the ballot.

On behalf of the Orange County Transportation Authority (OCTA), we want to
thank you for participating in the recent survey regarding the Measure M
program. This is an important first step in your involvement in developing an
Investment Plan that all can support.
We received survey responses from all 34 cities, plus the County of Orange,
and have learned a great deal about what city officials like and don't like about
Measure M and what city leaders would like to see included in an Investment
Plan for a Measure M extension.

Works Director. Attachment A reflects the city-specific projects proposed
through the recent surveys and prior interviews. It includes all projects listed on
that survey and any other location-specific projects proposed within a single
city.
We would appreciate a careful review of the projects on the enclosed list.
Please check to be sure that we have recorded all of the projects that are
most important to your City Council. Likewise, let us know if we have
incorrectly recorded anything that is not a high priority, or your City
Co\Jncii does not support. We also welcome any suggestions that might
clarify language or project descriptions.
Attachment B is a report summarizing the key results of the survey and
