HUSTON, CITY MANAGER SCOTT M. JORDAN, CHIEF OF POLICE SUBJECT: POLICE DEPARTMENT VEHICLE PURCHASES SUMMARY: Purchase four vehicles to replace existing high-mileage or end of contract vehicles. RECOMMENDATION: That City Council authorizes the purchase of: 1. One 2006 Chevrolet Tahoe in an amount not to exceed $39,205.00 (plus tax and license appx. $3,920.00). 2. One 2006 Dodge Durango in an amount not to exceed $30,050.00 (plus tax and license appx. $3,005.00). 3. Two (2) 2006 Harley Davidson FLHTP-I Police Motorcycles from Laidlaws Harley Davidson in Baldwin Park, CA in the amount of $39,856.72 (including tax). FISCAL IMPACT: Funds are available in account 84-801-9730 (Vehicle Replacement Fund) in the amount of $116,036.72 for the purchase of the vehicles. BACKGROUND: In Fiscal Year 2005/06 it is necessary to replace the above listed vehicles due to age, mileage and/or service history. The two police motorcycles (3443 & 3445) were purchased on a "Guaranteed Buy-Back" program and must be returned in September in order to comply with the original purchase agreement. Tahoe and Durango Purchases: Due to frequent changes in local inventory, availability of certain options and rebate incentives, neither Dodge nor Chevrolet dealers would bid on a specific vehicle. Thus, we were unable to get competitive bids for said project. The estimated (not to exceed) prices quoted above were Page 2 obtained from manufactures respectively via the internet (see attached copies) for the "Manufactures' Suggested Retail Price." Dealers typically sell vehicles at less than MSRP, and depending on rebates there could be a significant savings. The recommended amount is higher than the expected amount for purchase of vehicles. Also attached is a copy from Carmax.com, an internet based auto sales company. Average selling price of a Dodge Durango is between $20,659 and $28,809, depending on options. Average selling price for a Chevy Tahoe is between $30,369 and $40,849. Both averages are well below the manufactures MSRP. Upon approval to purchase vehicles, the department will contact local dealers to request bids and the lowest bidder will be awarded a purchase order. Once the final cost of the vehicles are known, we will return to City Council. Harley Police Motorcycle Purchases: For the past several years, the City has purchased BMW Police motorcycles for enforcement purposes due to the safety of the ABS brakes and a "Guaranteed Buy-Back" program. Since then, BMW has cancelled the "Buy-Back" program and Harley Davidson has introduced a police motorcycle with the safety of ABS brakes. In comparing costs, the Harley Davidson motorcycle cost slightly less. The greater savings will be in the resale and maintenance of the Harley motorcycles. Owning the motorcyles will allow the flexiblity to extend the scheduled replacement to five years or 60 thousand miles instead of the current three-year rotation regardless of mileage based on the terms of the "Buy-Back" program. In addition, the projected resale value of the Harley vs. BMW shows a significant return. Comparing like model years and mileage, the Harley returned on average of $3000 - $4000 more. Projected maintenance is also less due to a more simple design. Most major components are readily available for service, without having to dismantle the motorcycle completely to access them. Both motorcyles were tested and evaluated by the Officers of the Traffic Unit and the Harley Davidson was superior to the BMW motorcycle based on overall performance. A competive bid process was conducted with three local Harley Davidson dealerships and Laidlaw Harley Davidson of Baldwin Park submitted the lowest bid. jt~/Yl~A Scott M.
