AWARD OF CONTRACT FOR CONSTRUCTION OF PHASE I OF THE
NEWPORT AVENUE EXTENSION, STATE ROUTE 55 NORTHBOUND
RAMP RECONFIGURATION. VALENCIA AVENUE AND DEL AMO
AVENUE WIDENING PROJECT (CIP NO. 7130) AND FOR THE
EDINGER AVENUE WIDENING PROJECT (CIP NO. 7147 IN THE CITY
OF TUSTIN AND CIP NO. 2585 IN THE CITY OF SANTA ANA)
SUMMARY
Bids for the two projects were combined and have been received and a construction
contract is ready to be awarded. Phase I of the Newport Avenue Extension, State Route 55
Northbound Ramp Reconfiguration, Valencia Avenue and Del Amo Avenue Widening
Project (CIP No. 7130) proposes to reconstruct the SR-55 northbound ramps from Edinger
Avenue to approximately 1.200 feet south of Edinger Avenue; extend Newport Avenue from
Edinger Avenue to Valencia Avenue; realign Del Amo Avenue to intersect with the new SR-
55 ramps and Newport Avenue; widen the north side of Valencia Avenue from Newport
Avenue to the existing railroad line to the east; and underground the existing transmission
and distribution lines on Del Amo Avenue and on Edinger Avenue.
The Edinger Avenue Widening Project proposes to widen Edinger Avenue to six (6) lane
"Smart Street" standards from 1400 feet east of Red Hill Avenue in the City of Tustin to
Ritchey Street in the City of Santa Ana; provide dual left turn lanes and exclusive right turn
lanes at key intersections; install bike lanes in both directions within the City of Tustin; install
a raised landscaped median in both cities where feasible and resurface the entire roadway
segment.
RECOMMENDATION
It is recommended that the City Council award the construction contract for Phase I of the
Newport Avenue Extension. State Route 55 Northbound Ramp Reconfiguration. Valencia
Avenue and Del Amo Avenue Widening Project (CIP No. 7130) and for the Edinger Avenue
Widening Project (CIP No. 7147 in the City of Tustin and CIP No. 2585 in the City of Santa
Ana) to FCI Constructors. Inc., the lowest responsive, responsible bidder, in the amount of
$22,028.800.80 and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.

FISCAL IMPACT
The Capital Improvement Program (CIP) for Fiscal Year 2005-2006 provides $16,116,102
for construction and contract administration for Phase I of the Newport Avenue Extension,
State Route 55 Northbound Ramp Reconfiguration, Valencia Avenue and Del Amo Avenue
Widening Project (CIP No. 7130) and $10,548,698 for construction and contract
administration for the Edinger Avenue Widening Project (CIP No. 7147 in the City of Tustin
and CIP No. 2585 in the City of Santa Ana) for a total of $26,664,800. Additionally, it is
anticipated that the Orange County Transportation Authority (OCT A) will provide an
additional $1.0 million in Measure "M" Funding. Budgeted funds will be sufficient to provide
for construction, contingencies, and construction engineering.
BACKGROUND
Bids for the construction of Phase I of the Newport Avenue Extension, State Route 55
Northbound Ramp Reconfiguration, Valencia Avenue and Del Amo Avenue Widening
Project (CIP No. 7130) and for the Edinger Avenue Widening Project (CIP No. 7147 in the
City of Tustin and CIP No. 2585 in the City of Santa Ana) were opened on May 26, 2005.
There were four (4) bids received and the results are summarized as follows:
FCI Constructors, Inc...................................................................$22,028,800.80
Griffith Company.......................................................................... $22,145,429.55
RJ. Noble Company ................................................................... $26,690,879.59
SEMA Construction, Inc. ............................................................$26,974,200.10
Although the low bid by FCI Constructors, Inc., is approximately 33.8% above the engineer's
estimate, there are sufficient budgeted funds to award a construction contract and to provide
for contingencies and construction engineering. The bid results were higher than expected
because of a significant increase in the cost of concrete and asphalt and most contractors
seem to have a larger than normal amount of work.
The references and the State Contractor's License for FCI Constructors, Inc. have been
checked and are appropriate for the project.
