The following is a list of projects and activities for your information since the previous report
on March 14, 2005. The list focuses on the status of projects that the Planning
Commission, Zoning Administrator, or Community Development Director approved, major
improvement projects, and other items of interest.
Major Projects Under Construction
Heritage Plaza (137 West First Street): Buildings are completed. Parking lot and
landscaping need to be completed. Anticipated date of occupancy is November 2005.
Arbor Walk - Olson Company Condominium Development (14552 Newport Avenue):
Construction is underway. Homes are selling and model homes are open.
Gateway Village - Barn Site Redevelopment (1621 Edinger Avenue): Framing is
completed for a new retail center and a self-storage facility. Tenant improvement plans
for most tenants are in plan check. Anticipated date of occupancy is spring 2006.

New Industrial Building (1111 Bell Avenue): Construction of a new 111,920 square
foot warehouse and manufacturing building with administrative offices on the vacant
6.1-acre parcel. Permanent occupancy is anticipated by the end of August 2005.

Tustin Strata Center (14071-14081 Newport Avenue): Demolition of the former Alta
Dena Dairy is complete and a grading permit has been issued for a new 9,961 square
foot retail center. Building permits are anticipated to be issued by August 2005.
Trader Joe's Tenant Improvement and Tustin Crossings Remodel (12932 Newport
Avenue): Interior improvements are under construction in the space to be occupied by
Trader Joe's. Construction is underway. Tenant and site improvements are anticipated
to be completed by October 2005. An application has been received for a shared
parking arrangement in the center to accommodate a breakfast café and coffee house
and a sign program for the center.

Tustin Gateway Business Park (1123 Warner Avenue): Construction of nineteen
(19) new industrial buildings ranging in size from 3,500 to 40,000 square feet is
underway. A Temporary Certificate of Use and Occupancy was issued on Building 1

on July 28, 2005, and the owner has moved in. The building shells for Lots 3 and 5
are expected to be completed within the next week.

Tustin Market Place (North Village). Construction is underway for a new outdoor
common seating area for restaurant row located at the north village of the Tustin
Market Place.

McCharles House Expansion (335 South C Street): Construction of a 500 square foot
addition to the south side of the existing restaurant and a 520 square foot detached retail
building at the rear of the property is underway. Rough framing has been completed.

Makena Retail Center on Former Tustin Transmi$sion Site (14001 and 14011
Newport Avenue): The grading permit for a 7,400 square foot retail center has been
issued; building plans are in plan check.
ZoninQ Administrator Actions
.
Zoning Administrator Action 05-003 (12932 Newport - Tustin Crossings).
Authorization to demolish 4,195 square feet of an e~isting retail shopping center,
conduct a facade remodel, and reconfigure the parking lot was approved March 23,
2005.

Zoning Administrator Action 05-004 (14071 C Streøt): Conversion of a detached
storage area in the rear yard of a lot developed with a single family dwelling was
approved for conversion to a guest house on April 21, 2005.
Zoning Administrator Action 05-005 (13962 New~ort Avenue, Unit C - Sushi
Laguna). Authorization for the on-site sale of beer and Wine (ABC License Type "41")
for on-site consumption in a bona fide eating place was approved April 11 , 2005.
Zoning Administrator Action 05-006 (1621 Edinger, Suite B, Gateway Village):
Outdoor dining for a Starbuck's coffee house was apprØved on May 23, 2005.
Zoning Administrator Action 05-007 (200 South A Street). Construction of a 1,328
square foot detached accessory structure with a two (2') car garage and second story
guest room was approved May 9, 2005.
Zoning Administrator Action 05-008 (13891 Red Hill Avenue - Shell): Soil and
groundwater remediation was approved for the site on June 6, 2005.
Zoning Administrator Action 05-009 (17320 17th Street - Fire Dance). Sale of
beer, wine, and distilled spirits for on-site consumptiorn (ABC License Type 47) in a
bona fide public eating place and to construct an outdoor dining area at an existing
restaurant was approved May 23, 2005.
Zoning Adm nistrator Action 05-010 (14231 Red Hill Avenue - Arco).
Authorization 0 re-establish an existing temporary soil remediation system and
establish a te porary groundwater remediation system at an existing service station
for three (3) ye rs was approved May 23, 2005.

Zoning Administrator Action 05-011 (137 W. First Street, Suite B-2 - Heritage
Plaza). Authorization to establish a 1,224 square foot medical office in a 14,644
square foot retail center was approved July 5, 2005.
Zoning Administrator Action 05-012 (14501 Red Hill Avenue - Chevron).
Authorization to install and operate a groundwater/vapor remediation system at an
existing gas station to remove hydrocarbons from the soil for approximately two (2)
years was approved July 5, 2005.
Zoning Administrator Action 05-013 (1641 Edinger Avenue, Suite 101 - Maki-
Zushi - Gateway Village). Request to authorize the sale of beer and wine for on-site
consumption (ABC License Type 41) in a bona fide public eating place and to
construct an outdoor dining area in conjunction with a restaurant use was approved
July 18, 2005.

Tustin LeQacy
.
The District at Tustin Legacy (Vestar) (Barranca Parkway and Jamboree Road):
Vestar received entitlements in July 2004 for the construction of 1,006,100 square feet
of commercial uses. The Final Map was recorded and escrow closed on June 10,
2005; the demolition permit was issued on June 23, 2005, and demolition work is
underway. Building plans for four buildings, including Target, and the grading plans
are in plan check.

Tustin Legacy Partners (TLP): Staff is continuing to work with the Shea Properties
and Centex Homes partnership as the Master Developer of approximately 740 acres
to develop conceptual land use, circulation, and open space plans.
.
John Laing Homes, Planning Area 20 - Tustin Field I (Harvard Avenue and
Edinger Avenue): Construction of 235 units of 376 total units including: 32 paired
homes, 54 row homes, 90 cluster homes, and 59 detached units are completed.
Phases 1,2,3,5,6,7, and 8 are under construction.

John Laing Homes, Planning Area 21 - Tustin Field II (Harvard Avenue and Edinger
Avenue): The models and the parks site are complete and open to the public. Phase 1,
2, and 3 are under construction

Lennar, Planning Areas 4, 5, and 21: Construction drawings and plans for precise
grading, public/private improvements, and architectural plans for model homes are in
plan check.
.
South Orange Coast Community College District: The District is proceeding with
plans to construct a one acre Advanced Technology and Education Park at the
northeast corner of Red Hill Avenue and Valencia Avenue. Construction is anticipated
to commence in 2006.
.
Ranch Santiago Community College District: The District is currently revising
plans in response to the City's comments for the construction of a Sheriff's Training

Facility at the northwest corner of future Warner Avenue and Armstrong Avenue.
Revised plans are anticipated shortly.

Orange County Rescue Mission's Village of Hope (LandsdowneNalencia):
Building permits were issued on May 9, 2002, for the two (2) buildings located at
15635 and 15686 Landsdowne; Phase 2 is under construction.
.
Temporary Concrete Crushing Operation (Planning Area 4 and 5): Lennar
Communities received approval to crush concrete on their properties in the northwest
corner of Tustin Legacy until August 2005. Operations are ongoing.
Miscellaneous
.
Briggs Electric (14381 Franklin Avenue). Staff approved a Design Review for the
construction of a new 20,000 square foot industrial building to accommodate an
electrical contractor office and warehouse. Plans are in plan check.
.
Tustin Commons (14101 Myford Road and 2642 Michelle Drive): Permits were
issued for façade remodel of two existing office buildings. Construction is underway.
.
Prospect Village Project (191-195 E. Main Street): The mixed-unit development
comprised of a new 8,589 sq. ft., two-story commercial building and twelve (12) mixed
use units was approved by the Planning Commission on April 26, 2004, and by the
City Council on May 17, 2004. Grading and building plans have been submitted for
the commercial and residential buildings.

Tustin Auto Center Freeway Sign (Auto Center and Freeway): Sign permit was
issued for the freeway-oriented LED sign. The sign has been erected and is awaiting
the power release from Edison.

Camellia Tract (Rawlings Way and Tustin Ranch Road): Construction of twenty-five
(25) single family dwellings was approved by the Planning Commission on January
24, 2005, and by the City Council on February 7, 2005. Grading and building plans
are in plan check. An application for final map was received on June 7, 2005.
.
St. Cecilia Church (1301 Sycamore Avenue): On May 23, 2005, an amendment to the
Church CUP was approved to allow a modular building to be used until 2012.
.
Tustin Hummer (1 Auto Center Drive). The Design Review application for a new
sales/showroom for Hummer dealership at the Tustin Buick, GMC, Pontiac automobile
dealership was approved by staff on July 8, 2005.
.
Old Navy in The Market Place. Plans for an approximately 18,000 square foot
addition have been submitted for plan check.

Altman Office Conversation (14891 Yorba Street). A Design Review for the
conversion of an existing single family home into a professional consultant office was
approved on December 23, 2005. Plans for the proposed conversion are in plan check.

Newport Medical Office (12741 and 12791 Newport). A Design Review for a new
medical office building to replace an existing single family home and an existing office
building was approved on May 31 2005. The building and grading plans are in plan
check.
.
B'Nai Israel Classroom Building (2111 Bryan Avenue). The grading permit to
construct Phase III at B'Nai Israel Congregation has been issued.
.
Enderle Center Parking Lot (14082 Enderle Center Drive). The grading permit to
construct an off-site parking lot for the Enderle Center was issued June 6, 2005.
.
Walgreens Pharmacy (NEC Newport and Irvine). Grading and building permits are
ready to be issued for the new 12,600 square foot Walgreens Pharmacy.
Recently Completed Proiects
.
Circle K Remodel (14092 Red Hill Avenue). A façade remodel of the former Circle K
building was completed on May 23, 2005.
.
Farmer Boys Drive-Thru (171 East First). The new drive-thru lane and pick-up window
were completed on May 24, 2005.
Roadway Public Improvements - Public Works Department
.
In December 2004, construction began for the Irvine Boulevard/Newport Avenue
Intersection Widening Project (CIP No. 7118). Project is 50 percent complete.
.
Banshee Co. started construction on the Red Hill Avenue Widening Project at the 1-5
Freeway (CIP No. 7133). The project is 100 percent complete. Minor punch list items
are currently being completed.
.
Construction of the Walnut Avenue Rehabilitation Project (CIP No. 7178) started in
February 2005. The project is 100 percent complete.
Construction of the Valencia Road/Armstrong Avenue Project (CIP No. 7139) started in
May 2005. The project is ten (10) percent complete.

The City Council will consider award of the Edinger Avenue widening from SR-55 to Red
Hill Avenue Project (CIP No. 7147) at their meeting on August 1,2005.
.
Construction of the Phase V Regional Trails Project is 100 percent complete.

Signs are currently being fabricated for future installation as part of the Old Town Tustin
Commercial District Sign Program (CIP No. 4065).
.
Construction of the AltadenaiPasadena Pedestrian Enhancement Project (CIP N. 4063)
started in May 2005 and is twenty-five (25) percent complete.
.
On July 5, 2005, the City Council approved the plans and specifications and authorized
the advertisement of bids for the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement
Project (CIP No. 4067).
