JORDAN, CHIEF OF POLICE TO: SUBJECT: AWARD A BID FOR WEAPONS REPLACEMENT SUMMARY: The purchase of new handguns for police personnel is~ necessary to replace aging firearms, some in excess of 15 years old. This replacemen1,will help insure the safe and reliable function of duty firearms carried in the field. In ortJer to stay current with tactical advances in the police industry handgun mounted lights are included in the purchase. RECOMMENDATION: 1. Authorize the purchase of 101 (Including 8 Officer involved shooting/replacement weapons) new handguns for all sworn Tustin Police Officers from Proforce law Enforcement, in the amount of $44,384.88. 2. Authorize the purchase of 83 (Including 8 Officer involved shooting/replacement weapons) handgun mounted lights from Surefire Industries, in the amount of $24,034.00. 3. Authorize the purchase of 29 (leather) and 64 (Nylon) of the appropriate Safariland holsters for the above listed equipment from Aardvark tactical, in the amount of $6,846.64. FISCAL IMPACT: 1. $75,265.52 from account #01-502-9845 (Weapons Replacement). Funds are budgeted and available. BACKGROUND: In the fiscal year 2005, it is necessary to replace the current handguns being carried by department personnel as primary duty weapons. The weapons carried in patrol have Page 2 reached, and in many cases exceeded, their maximum service life, some weapons being in excess of 15 years old. Proforce Law Enforcement is a major supplier of the weapons the Tustin Police Department authorizes to be carried on duty and is a vendb<r accustomed to supplying to large law enforcement agencies. They have an excellent reputation for service and are a recommended distributor by many weapons manufacturers. Proforce has the weapons ready for delivery and have recently supplied Santa Ana Police Department with their weapons under SAPD bid number 04-156. The City of Santa Ana selected Proforce Law Enforcement to supply their weapons after a formal bid process in which they offered the lowest price per weapon. We have been authorized by the City of Santa Ana to use their bid for our purchase. Surefire Industries is a major distributor of tactical lights and is a military contractor which supplies the military with tactical lights for all of their specialized units. They are a single source vendor for our approved tactical light. They are a local Orange County company with an excellent reputation for quality and service. Aardvark tactical is one of our approved current vendors for tactical gear and has been able to provide us with the lowest quoted price for holsters to accommodate our new weapons and lights. They are a local company with an excellent reputation for service. Attached for information is the SAPD bid and memorandum authorizing us to use their bid for our weapons purchase. Funds are available for the purchases recommended.
