HUSTON, CITY MANAGER FROM: SUBJECT: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION AWARD OF CONTRACT FOR CONSTRUCTION OF THE RED Hill AVENUE/OlWYN DRIVE PEDESTRIAN ENHANCEMENT PROJECT (CIP NO. 4067) SUMMARY Bids for the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP No. 4067) have been received and a construction contract is ready to be awarded. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Approve a supplemental appropriation of $30,000.00 from the unappropriated Motor Vehicle Registration Subvention Fund to the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP No. 4067). 2. Award the construction contract for the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP No. 4067) to Elite Bobcat Service, Inc., the lowest responsible bidder in the amount of $149,500.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's Capital Improvement Program (CIP) budget for FY 2005/2006 provides funding in the amount of $140,000.00 for construction of this project. The budget is comprised of funds from the Motor Vehicle Registration Subvention Fund and the City's Capital Improvement Program. The bid amount for construction of the project is $149,500.00. A supplemental appropriation of $30,000.00 from the unappropriated reserve of the Motor Vehicle Subvention Fund is needed to fund the construction shortfall and to fund construction contingencies, construction traffic engineering support, materials testing and inspection costs. Award of Contract for Construction of the Red Hill Avenue/Olwyn Drive Pedestrian Enhancement Project (CIP Nq. 4067) September 6, 2005 Page 2 BACKGROUND Bids were operned on August 23, 2005 with only one bid received in the amount of $149,500 from Elite Bobcat Service, Inc. of Corona. Receipt of only one bid may be a result of several items, including a busy construction market and this being a specialty project. Rebidding the project is not r~commended because it could result in receiving a bid of a higher amount and the contract would be delayed due to readvertising. The reference$ and the State Contractor's License for Elite Bobcat Service, Inc. have been checked and are appropriate for the subject project. Their bid for the project is almost 19% higher than the engineer's estimate of $126,000.00. The bid amount is higher than the engineer's estimate due primarily to higher than expected costs for electrical components associated with the in-pavement lighted crosswalk system. Work for this project involves the installation of an in-pavement lighted crosswalk system at an existing school crosswalk across the south leg of Red Hill Avenue at Olwyn Drive. The proposed flashing lights will be activated by pedestrians and serve to provide additional warning to drivers that pedestrians are using the crosswalk. The project also includes the modification of curb ramps to meet requirements of the federal Americans with Disabilities Act (ADA). l-/~ . {þÞ:t Tim D. Serlet .
