SUBJECT: 2020 PUBLIC ART COMMITTEE APPOINTMENTS
SUMMARY:
Council direction is needed to fill (2) two vacancies on the Public Art Committee due to a
resignation by Bonny Hsu and term expiration of Scott McMillin.
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
None.
BACKGROUND:
On March 20, 2018 the City Council adopted Resolution No. 18-17 establishing the Public
Art Committee. At that time, it was identified that the terms of the appointments would be
staggered so that they do not all expire in the same year. The policy stated: three
members will be appointed to serve four-year terms and two members will serve an initial
two-year term. Thereafter, all members would be appointed to serve staggered four-year
terms.
On July 17, 2018, at the recommendation of the ad hoc committee consisting of Mayor
Murray and Council Member Clark, the City Council appointed the following candidates
to serve on the Public Art Committee: Kimberly Powell Albarian, Meg Gullo, Bonny Hsu,
Ellen Kirwan, and Scott McMillin.
On January 9, 2020, Bonny Hsu submitted her letter of resignation, effective immediately,
due to a change in residency outside the city's jurisdiction. On July 17, 2020, Scott

McMillin's term will expire. Mr. McMillin is eligible to serve two consecutive four-year terms
at Council's desire. Mr. McMillin has indicated his desire to continue serving.
From the original applicant pool, seven candidates remain and three of those candidates
have expressed interest in being considered for the current vacancy: Julie Diebolt Price,
Linda Rife and Janet Lomax.
DISCUSSION:
Based on past practice, staff recommends that the City Council reappoint Mr. McMillin to
a four-year term and appoint an ad hoc committee to interview the remaining candidates
and make a recommendation to the City Council. Interviews may also be conducted by
the full City Council at a public meeting if the Council desires.
An additional option includes directing the City Clerk to solicit applications to fill one, or
both, vacancy(ies).
