RE: Proposed Rent Control Ordinance
Dear Mayor Bone and Council Members:
Since 1985 I owned and operated Sutliff Trailer Park in Tustin.
Everyone wants to be the good guy and its fun to give something to solve a
problem.
Rent control has the appearance of a gift, but there are no free lunches.
What is given to the empowered tenant group is taken from someone, in this
case, the park owners.
Income property sells at a function of its income, so it results in a reduction
in property value. Those who lose value will have no choice, but to protect
their property in court and the city will be forced to defend the ordinance.
I believe that any form of rent control is both poor public policy and a bad
business decision and urge you to vote against enactment.

City Council Agenda Item 19 - Mobile Home Rent Control
Honorable Mayor Bone and Members of the Council:
The Manufactured Housing Educational Trust (MHET) is a non-profit association
representing the owners of over 800 mobile home parks in the counties of Orange,
Riverside and San Bernardino. '
MHET and the owners of Tustin's mobile home parks oppose the adoption of any
form of rent controls and regulations in the City of Tustin. Rent control is a failed
public policy that does not result in keeping housing affordable for low-income
renters in apartments or mobile home parks.
We share the Council's concern for low-income seniors. In addition to the
Section 8 rental assistance offered by the housing authority and funded by HUD,
MHET also provides a rental assistance program that is available to residents of
Tustin mobile home parks. The guidelines for receiving assistance under the
MHET Mobile Home Assistance Program (RAP) are attached.
Under the MHET Assistance Program, low-income residents are qualified by
MHET and approved for a monthly rent credit, which is paid by the owner of the
mobile home park. The owners of Tustin's mobile home parks and I are available
to answer any specific questions you may have about this program or other ways
we assist seniors living in our communities.

Eligibility Guidelines
To qualify for temporary rental assistance sponsored by MHET, all of the following
guidelines need to be met. If you meet these criteria, you may be eligible to receive a
subsidy equal to 10% of your monthly space rent. For an application to apply for rental

The applicant needs to be a homeowner who has owned and lived in the
mobile home and community they are currently residing in for at least the past
three consecutive years.
Applicants need to meet the low-income guidelines' used by the local
Housing Authority for the Section 8 rental assistance program (Gross annual
income from all sources is 50% of the median income or less).

Applicants must be at least 62 years of age or older, a family of two or more,
or disabled.
Monthly housing costs (rent, mortgage and utilities) need to exceed 40% of
the total monthly income of all residents in the home.
Real property (other than the mobile home in which the applicant lives) may
not exceed $10,000.

Personal property (bank accounts, automobiles, stocks and bonds, etc.) may
not exceed $10,000.
The applicant is not on any other rental assistance program.
The space on which the applicant resides is not regulated by rent control and
not more than 10% of the residents in the Park are already receiving
assistance.

All of the forms provided in the Rental Assistance Application packet must be
completed with every question answered.
The applicant must be in compliance with the park rules and regulations.
