VEHICLE PURCHASES
SUMMARY:
Purchase eight new Police vehicles to replace existing high-mileage vehicles and eight
Mobile Audio Video systems.
RECOMMENDATION:
That City Council authorizes the purchase of one 2006 Chevrolet Tahoe from Clipinger
Fleet Sales in Covina, Ca., in the amount of $30,843.15 (tax included). Competing bids
from Wondries Chevrolet ($31,541.79) and Fairway Chevrolet ($33,398.19).
That City Council authorizes the purchase of four black and white 2006 Ford Crown
Victoria Police Interceptors (CVPI) from Fairway Ford in Placentia, Ca, in the amount of
$89,260.08 (including tax). Competing bids from Wondries Ford ($96,956.24) and
Clipinger Fleet sales ($91,471.12).
That City Council authorizes the purchase of three solid black 2006 Ford Crown Victoria
Police Interceptors (CVPI) from Fairway Ford in Placentia, Ca, in the amount of
$65,716.71 (including tax). Competing bids from Wondries Ford ($71,514.18) and
Clipinger Fleet Sales ($66,899.82).
That City Council authorizes the expenditure of funds to purchase eight Mobile Audio
Video systems from Kustom Signals Inc. in Lenexa, Ks, in the amount of $51,595.13
(including tax). Kustom Signals produces state of the art equipment and is a leader in
the field of mobile audio video equipment. Our entire police fleet is outfitted with Kustom
Signals equipment. To maintain consistency and utilize the best equipment available, it
is recommended we continue to purchase equipment from Kustom Signals.
That City Council authorizes the expenditure of funds for the conversion of the eight
units to Northstar Electronics in Downey, Ca. in the amount of $68,733.92. Competing
bids from 911 Vehicle ($83,861.69) and Com Ser Co ($87,194.32).

FISCAL IMPACT:
$223,734.04 from the Vehicle Replacement Fund, Account 84-801-9730 (vehicle
purchase and conversion). (1) Tahoe, (4) CVPI marked, (2) CVPI unmarked
$45,128.23 from the Police Operations Equipment Fund, Account 01-502-9845 (Mobile
Audio Video equipment). (1) Tahoe, (4) CVPI marked, (2) CVPI unmarked.
$47,857.80 from SLESF Grant, Account 16801-9730 (one fully equipped unmarked
CVPI). Includes, the vehicle, conversion, unit radio, MAV'S and MDC.
Monies are budgeted in the Vehicle Lease Fund for the purchase and conversion of
vehicles and the mobile audio video equipment in the Police Operations Fund.
BACKGROUND:
In fiscal year 2005 I 2006, it is necessary to replace 7 Police units due to the
combination of high mileage and service history. With the assistance of a SLESF grant,
we are also adding one Police solid color-unmarked unit to the police fleet for a total of
eight replacement police units. Five of the replacement Police units will be for use in
Patrol and the remaining three solid color-unmarked units will be for use in the Gang
Unit.
As a result of the competitive bid process, it is recommended we purchase the 2006
Chevrolet Tahoe from Clippinger Fleet Sales, the 7 CVPI's from Fairway Ford and that
the vehicle conversion is performed by Northstar Electronics.
In the past, we have not purchased vehicles from Clippinger Fleet Sales or Fairway
Ford. The vehicles quoted in the bid process all met the same equipment specifications
previously used by this agency, which will maintain continuity in the police fleet.
Purchasing from these two dealers will save a significant amount of money over
previous vendors we've used.
Kustom Signals has been the preferred Audio Video equipment vendor for several
years. Their equipment continues to be state of the art in the field. For this reason, and
consistency in the patrol fleet we will continue to use Kustom Signals equipment.
Attached are quotes from all involved vendors.
Funds are available for the purchase of the recommended equipment.
