APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION
TO ADVERTISE FOR BIDS FOR THE NEWPORT AVENUE
REHABILITATION BETWEEN SYCAMORE AVENUE AND McFADDEN
AVENUE (CIP NO. 7165), THE SYCAMORE AVENUE SIDEWALK
ENHANCEMENT (CIP NO. 7185), AND THE WALNUT AVENUE
SIDEWALK ENHANCEMENT (CIP NO. 7186)
SUMMARY
The plans and specifications for the Newport Avenue Rehabilitation between Sycamore
Avenue and McFadden Avenue (CIP No. 7165), the Sycamore Avenue Sidewalk
Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement (CIP No.
7186) have been prepared and the projects are now ready to be bid. Notices of Exemption
have been recorded with the County of Orange for these projects since they are categorically
exempt under the California Environmental Quality Act (CEQA) requirements. The Sycamore
Avenue Sidewalk Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk
Enhancement (CIP No. 7186) projects have been also reviewed and determined to be
categorically excluded under the National Environmental Protection Act (NEPA) requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 05-95, approving the plans and
specifications for the Newport Avenue Rehabilitation between Sycamore Avenue and
McFadden Avenue (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement (CIP No.
7185), and the Walnut Avenue Sidewalk Enhancement (CIP No. 7186), and authorizing and
directing the City Clerk to advertise for bids.
FISCAL IMPACT
The Fiscal Year 2005-2006 Capital Improvement Program (CIP) Budget provides $369,834
for the Newport Avenue Rehabilitation Project (CIP No. 7165), and a total of $155,000 in
Community Development Block Grant (CDBG) funds for the Sycamore Avenue Sidewalk
Enhancement (CIP No. 7185) and the Walnut Avenue Sidewalk Enhancement (CIP No.
7186). The Engineer's construction estimate for the three projects is $510,000. Upon receipt
of construction bids, it will then be determined if supplemental budget appropriations are
necessary to fully implement the construction phase of the projects.
Approval of Plans and Specifications and Authorization to Advertise for Bids for the Newport
Avenue Rehabilitation (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement
(CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement (CIP No. 7186)

BACKGROUND
The subject projects were combined into one bid package to simplify the contract
administration process and reduce duplication of efforts in coordination between the projects.
Combining these projects will also facilitate contract administration efforts by City staff during
construction.
The proposed Newport Avenue Rehabilitation between Sycamore Avenue and McFadden
Avenue consists of removal of failed pavement sections; resurfacing of the entire street with
new asphalt concrete; removal and replacement of curb ramps to comply with the latest
requirements of the Americans with Disabilities Act (ADA); removal and replacement of
damaged sidewalk, curb and gutter; and installation of new traffic loops and striping. The
proposed Sycamore Avenue Sidewalk Enhancement consists of removal and replacement of
sidewalk, and removal and replacement of curb ramps to comply with the latest ADA
requirements on the south side of Sycamore Avenue from Carfax Drive to School Lane. The
proposed Walnut Avenue Sidewalk Enhancement consists of removal and replacement of
sidewalk, and removal and replacement of curb ramps to comply with the latest ADA
requirements on the south side of Walnut Avenue from west of Del Amo Avenue to west of
Atherton Lane.
Since these projects involve the replacement and repair of existing facilities with minor
modifications, they are categorically exempt under California Environmental Quality Act
(CEQA) requirements. Notice of Exemption for the subject projects have been recorded with
the County of Orange. Since federal CDBG funding is involved, the Sycamore Avenue
Sidewalk Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement (CIP
No. 7186) projects have also been reviewed and determined to be categorically excluded
under the National Environmental Protection Act (NEPA) requirements.

RESOLUTION NO. 05-95
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
NEWPORT AVENUE REHABILITATION BETWEEN SYCAMORE
AVENUE AND McFADDEN AVENUE (CIP NO. 7165), THE SYCAMORE
AVENUE SIDEWALK ENHANCEMENT (CIP NO. 7185), AND THE
WALNUT AVENUE SIDEWALK ENHANCEMENT (CIP NO. 7186), AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California
to contract for the construction of the Newport Avenue Rehabilitation between
Sycamore Avenue and McFadden Avenue (CIP No. 7165), the Sycamore Avenue
Sidewalk Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk
Enhancement (CIP No. 7186); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, these projects are categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Newport Avenue Rehabilitation between Sycamore Avenue and
McFadden Avenue (CIP No. 7165), the Sycamore Avenue Sidewalk
Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk
Enhancement (CIP No. 7186)
BE IT FURTHER RESOLVED that the City Clerk is herby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 3rd day of October 2005.
