CITY OF TUSTIN RESPONSE TO CITY OF IRVINE DRAFT SUBSEQUENT
ENVIRONMENTAL IMPACT REPORT FOR AVALON JAMBOREE PROJECT
SUMMARY
City Council authorization is requested for the City of Tustin's response to the subject Draft
Subsequent Environmental Impact Report for a proposed City of Irvine General Plan
Amendment and Zone Change, Transfer of Development Rights, and other discretionary
actions to permit residential development consisting of 290 multi-family
apartment/condominium units at the northwest corner of Jamboree Road and Alton
Parkway (Attachment A).
RECOMMENDATION:
That the City Council authorize staff to forward the attached response letter to the City of
Irvine.
FISCAL IMPACT:
There are no fiscal impacts associated with this action.
BACKGROUND AND DISCUSSION:
The proposed project includes the development of 290 multi-family
apartment/condominium units at the northwest comer of Jamboree Road and Alton
Parkway (see location Map). The existing 42,187 square feet of office use and 6,132
square feet of industrial use will be demolished.
The Community Development and Public Works Departments have reviewed the
subject Subsequent Draft EIR. Staff believes that it is in the City's interest to be on
record regarding this matter and has prepared correspondence expressing the City's
concerns regarding the Subsequent Draft EIR document (see Attachment A). Staff

requests that the Tustin City Council review and consider these comments and, if
acceptable, authorize their formal transmission to the City of Irvine.

REVIEW OF DRAFT SUBSEQUENT ENVIRONMENTAL IMPACT REPORT FOR
AVALON JAMBOREE VILLAGE RESIDENTIAL PROJECT IN THE CITY OF IRVINE
Dear Ms. Blaisure:
Thank you for the opportunity to provide comments on the Draft Subsequent Environmental Impact
Report (DSEIR) for the Avalon Jamboree Village Residential Project in the City of Irvine. The project is
proposed to include the development of 290 multi-family apartment/condominium residences at the
northwest corner of Jamboree Road and Alton Parkway.
The City of Tustin has identified the following comments and concerns:
1.
There is currently a joint City of Irvine - City of Tustin study of Red Hill Avenue and other
nearby locations ("Red Hill Study") that is being administered by the City of Irvine. There are
some intersections common to both the Red Hill Study and the present analysis. The results
are significantly different at some locations. For example, at Red Hill/Main, the Red Hill Study
identifies a LOS A & B for AM and PM Peak Hours, compared to the present study which
shows LOS F & F. Also, for Jamboree/Barranca, the Red Hill Study shows a LOS D for the
AM Peak Hour, compared to LOS F with this study. The results of this study should be
verified.
2.
The Red Hill Study will include further definition of traffic mitigation responsibilities for
development projects in the Irvine Business Complex (IBC). The Avalon Jamboree Village
Project should be subject to the findings, requirements, and agreements that will result from
the Red Hill Study.
3.
The City of Tustin is concerned about the identified mitigation which includes the addition of a
fifth southbound through lane for the Jamboree/Barranca intersection. There is a special
study of this intersection being conducted by the City of Irvine, which should be referenced in
the Traffic Study. It appears that a significant amount of right-of-way acquisition is required to
implement the Jamboree/Barranca intersection mitigations identified in the Traffic Study.
There is presently no additional right-of way available along the west side of the north
intersection leg, which lies within the City of Tustin's jurisdiction.
4.
It is not clear if the year 2007 analysis includes updated assumptions or information related to
the Tustin Legacy Project. There are current roadway and land use projects that should be
included in the year 2007.

The existing and future intersection lane geometries are not clearly identified in the DSEIR.
This information should be provided in the body of the DSEIR for all intersections since it is
important to clarify the road system and intersection lane assumptions utilized for each traffic
analysis condition. It is noted that some of the assumed intersection improvements have
changed when compared to the MCAS (Legacy) traffic analyses.
6.
Please clarify the differences between Table 5.8-5 and Table 5.8-12 and the relationship to
the actual "project" traffic that is being analyzed regarding potential impacts at the off-site
locations.
7.
Figure 5.8-1, DEIR: Intersections "20a" and "20b" are not shown correctly, as Tustin Ranch
Road ("TRR") is the "through" arterial, with Warner Avenue (north and south) forming a "T" at
TRR. This Figure should also show a freeway interchange at the SR-55 / Dyer Road location.

The Mitigation Measures presented in the DSEIR indicate there is no required project
participation in many of the originallBC traffic mitigations. It would appear the project should
be contributing toward the needed improvements in the IBC study area since the DSEIR
assumes some of the IBC improvements to be in place when analyzing cumulative traffic
impacts.
9.
For locations within the City of Tustin, any traffic analyses must be based on City of Tustin
criteria and methodologies.
