AWARD OF CONTRACT FOR CONSTRUCTION OF THE LIANE LANE,
VALHALLA DRIVE, AND HIGHVIEW DRIVE WATER MAIN
REPLACEMENT PROJECT (CIP NO. 6154)
SUMMARY
Bids for the project have been received and a construction contract is ready to be awarded.
This project provides for the replacement of deteriorated and undersized water main
pipelines and service laterals at Liane Lane, Valhalla Drive and Highview Drive in the
unincorporated County of Orange area.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Liane Lane,
Valhalla Drive, and Highview Drive Water Main Replacement Project (CIP No. 6154) in the
unincorporated County of Orange area, to West Valley Construction Company, Inc., the
lowest responsive, responsible bidder, in the amount of $407,112.50 and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
The Fiscal Year 2005-2006 Water Capital Improvement Program (WCIP) provides $500,000
for cpnstruction and contract administration of the Liane Lane, Valhalla Drive, and Highview
Drive Water Main Replacement Project (CIP No. 6154). Budgeted funds should be sufficient
to provide for construction, contingencies, and construction engineering.
BACKGROUND
Bids for construction of the Liane Lane, Valhalla Drive, and Highview Drive Water Main
Replacement Project (CIP No. 6154) in the unincorporated County of Orange area were
opened on September 27, 2005. There were nine (9) bids received and the results are
summarized as follows:

The low bid by West Valley Construction Company, Inc. is approximately 6.5% above the
engineer's estimate, there are sufficient budgeted funds to award a construction contract
and to provide for contingencies and construction engineering. The bid results were higher
than expected because of a significant increase in the cost of PVC pipe, asphalt, slurry seal
and other construction materials caused in part by the recent Katrina-Rita Hurricanes in the
Gulf Coast.
The references and the State Contractor's License for West Valley Construction Company,
Inc. have been checked and are appropriate for the project.
