Ongoing land use changes along the Red Hill corridor – piecemeal approach.
Santa Ana General Plan Update underway.
Other recent projects include Heritage/Paseo project at Dyer Road
(1,221 units, 12,900 sqft. retail, 5,500 sqft. restaurant, 56,000 sqft. offices)
Traffic Impacts
Analysis uses pass-by-trip discount.
Best-case scenario used rather than worst-case scenario – underestimates impacts.
Queuing and left-turn pockets need to be analyzed.
Park Impacts
No park proposed at The Bowery.
Nearest parks are in Tustin.
Tustin parks in vicinity are newer and feature high-quality amenities.
Increased park usage will impact Tustin parks.
Park fees from project will benefit Santa Ana, not Tustin.
Recommendation
That the City Council direct staff to forward the City’s comment letter on the
Draft Environmental Impact Report to the City of Santa Ana.
