HomeMy WebLinkAboutCC RES 87-50 RESOLUTION NO. 87-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR RECONSTRUCTION OF MAIN ST. FROM "C" ST. TO PACIFIC AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to construct certain improvements on Main Street consisting of' A) Reconstruction of pavement, new curb and ~utter, wheelchair ramps, drive aprons and conduit for new street lights between "C" Street and Pacific Street B) New sidewalk between "B" Street and Pacific Street C) New sidewalk and catch basin improvements west of Myrtle D) Storm drain and catch basin improvements between "A" and "B" streets · WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; NOW THEREFORE, BE iT RESOLVED that the plans and specifications pres'ented by the City Engineer be and are hereby approved as the plans and specifications for' Reconstruction of Main Street (OCUTT Project Phase I and II) from "C" Street to Pacific BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the doing of the work specified in the aforesaid plans and specifications which said advertisement shall be substantially in the form as the attached NOTICE TO CONTRACTORS, entitled Exhibit "A" and made a part hereof. Striping, Markings, R.P.M.S LS Quantity 435 70,290 1,750 510 3,294 2,080 297 12,370 1,388 455 12 8 1,682 278 1 1 1 1 The foregoing quantities are approximate only being given as a basis for the comparison of bids, and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class or portion of the work or to omit portions of the work as may be deemed necessary or advisable by the Engineer. Plans, specifications and proposal forms to be used for bidding on this project can only be obtained by prospective bidders at the office of the City Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California 92680, upon payment of $10.00 per set, or will be mailed out upon payment of $15.00 per set, which amounts are not refundable. , A-1 In conformance with Section 37931 of the Government Code, all bids shall be presented under sealed cover on the proposal form provided and .accompanied by bidder's security in the form of cash, cashier's check, certified check or bid bond executed by an accredited surety. . 'The sec.~r~ty shall be for an amount no less than 10% of the amount of the bid. A bid shall not be considered unless one of the forms of bidder's security is enclosed therewith. A Security Bond for payment of labor and materials will be required in the amount of {50%) of the estimated total contract price and a Faithful Performance Bond in the amount of one hundred percent (100%) of the estimated total contract p. rice in the form attached to the contract documents. Said bonds shall be issued by a surety company rated Grade A or better and Class IV or better by the latest edition of Best's Key Rating Guide. City of Tustin reserves the right to reject any or all bids, and/or to waive any informality on a bid. No bidder may withdraw his bid for a period of thirty (30) days after the date set for the opening thereof. Prior to bid opening, bidder may withdraw his bid. Bids received after the bid opening time and date herein will be returned to bidder unopened. Pursuant to California Government Code Section 4590, the contractor will be entitled to post approved securities with the City or an approved financial institution in order to have the City release funds retained by the City to insure performance of the contract. Prior to contract award, the successful bidder shall possess a valid State of California Contractor's License in the classification of either A or C12. The City Council of the City of Tustin has obtained from the Director of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which the work is to be performed for each craft or type of work needed and a copy of the same is on file in the office of the City Clerk Not less than said prevailing rates shall be paid' to workers emloyed on this public works contract as required by Labor Code Sections 1771 and 1774 of the State of California.
