RESOLUTION NO. 87-29
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA, MAKING
APPLICATION FOR THE ANNEXATION OF
TERRITORY KNOWN AS LA COLINA/BROWNING
ANNEXATION NO. 140. ·
WHEREAS, the ~ity Counctl of the City of Tustin on its own motion has
initiated preliminary proceedings for the annexation of certain inhabited
territory; and
WHEREAS, the City of Tusttn has the ability to extend the full range
of municipal services to the subject territory to better serve the needs of
the residents of the area; and
WHEREAS, the City Council on March 2, 1987 did adopt a resolution of
application for annexation of the subject territory to the City of Tustin;
and
WHEREAS, the Ctty Counctl has determined that the proposed annexation
is a Categorical Class 19 exemption from the requirements of CEQA;
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of
Tusti n, Ca 1 i forni a that'
1. The proposal for the La Colin~/Browning Annexation No. 140 to
the City of Tustin is made pursuant to ~Part 3, Chapter 1 of the
Cortese-Knox Local Government Reorganization Act of 1985.
2. The proposed change of organization consists of the annexation
of 389.9 acres of inhabited territory, surrounded by the
incorporated limits of the City of Tustin, and the County of
Orange, and said territory will derive benefits of full
municipal services as a result of the annexation.
3. The subject territory is bounded by La Co 1 ina Avenue on the
north, Browning Avenue on the east, Newport Avenue on the west
and Burnt Mill Road on the south.
4. The proposed annexation is made for the purpose of increasing
the economy and effi ci ency of government services by
incorporating territory within the City's sphere of influence.
5. The application for annexation is submitted by the City Council
of the City of Tustin on its own motion along with a request
from various owners and voters in the area.

The Local Agency Formation Commission is hereby requested to
undertake annexation proceedings pursuant to. Part 2, Chapter 3
of the Cortese-Knox Local .Government Reorganization Act of 1985.

336, 337 and 33B in Block 13; those portions of Lot 3 in

Irvine's Subdivision, in the Unincorporated Territory of
Orange County, California, as shown on a map thereof

whole as follows:
BEGINNING at a point on the existing boundary line of
the City of Tustin, said point being the most northerly
corner of the "Eveningside-Rainbow Annexation Noo 139" to
said City and said point also being the centerline inter-
section of Browing Avenue and La Colina Drive;
Thence along said existing boundary line of the City
of Tustin as established by the "Eveningside-Rainbow
Annexation No. 139," by the "Ranchwood-Bellwick Annexation
No. 138," and by the "Irvine-Myford Annexation No. 81
(Amended), Parcel A," in a general southwesterly and
northwesterly direction to the southeasterly terminus of
that certain course described as "S. 49° 59' 47" E., ~20.28

Annexation," by the "Diamond Head-Garland Annexation No.
137," by the "Red Hill-Melvin Annexation No. 100," and by
the "Red Hill-Irvine Annexation No. 70," in a general
northerly, northeasterly, northwesterly and northeasterly
direction to the centerline intersection of Red Hill Avenue
and Irvine Boulevard, said point also being the most

Thence continuing along the existing boundary line of
