SUBJECT: OLD TOWN TUSTIN PLANTER BOX PUBLIC ART PROJECT PHASE 2
SUMMARY:
At their February 19, 2020, Regular Meeting, the Community Services Commission
recommended to forward nine planter box art concepts, that were previously approved by
the Public Art Committee, for future consideration by the City Council to complete Phase
2 of the Old Town Tustin Planter Box Public Art Project.
RECOMMENDATION:
That the City Council adopt Resolution 20-13 approving nine planter box art designs,
submitted by five artists, to enhance the sidewalks of Main Street and El Camino Real in
Old Town Tustin and authorize the Parks and Recreation Department to execute
agreements with the respective artists.
FISCAL IMPACT:
Artists will be paid $300 for each completed concrete planter box which includes artists
materials. To finish all nine planters would require $2,700 to be expended from the Public
Art Fund. The remaining balance available for public art projects this fiscal year would be
$7,800.
CORRELATION TO THE STRATEGIC PLAN:
A Public Art Program/Project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
On March 20, 2018, the City Council approved the City of Tustin Public Art Policy and
established a Public Art Committee to administer the Public Art Program and manage a
$15,000 Public Art Fund comprised of General Fund monies for the purpose of
strategically commissioning public art projects. The policy also includes procedures for
evaluating artwork proposed to be donated to the city. The Public Art Committee began
meeting in September 2018, and thus far has completed two public art projects: Phase 1
of the Old Town Planter Box Art and the Civic Center Seat Wall Mural.
In Phase 1 of the Old Town Planter Box Art Project a total of nine City -owned concrete
planter boxes were painted by four artists along the sidewalks of Main Street and EI
Camino Real. Phase 1 was completed in July 2019.
In December 2019, the Public Art Committee solicited artists through a Request for
Proposal (RFP) to complete Phase 2 of the project. Eight artists responded to the RFP
submitting 31 designs for the Public Art Committee to review. The Committee approved
nine of the designs at their January 15, 2020, meeting, and as per the City of Tustin
Public Art Policy, forwarded them to the Community Services Commission for
recommendation to the City Council for final consideration and approval.
Staff estimates that Phase 2 of the Old Town Tustin Planter Box Art Project will be
completed by the end of March 2020; however, the work may extend into April if
necessary.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AGREEMENTS WITH THE
RESPECTIVE ARTISTS
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, a Request for Proposals was published and the Public Art
Committee reviewed and discussed each proposal; and
WHEREAS, the Public Art Committee has made recommendations to the City
Council with regards to approving the artwork submitted by five artists for nine planter
boxes on Main Street and EI Camino Real in Old Town Tustin as set forth in the
accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Parks and Recreation Department
and authorizes the Director of Parks and Recreation to execute agreements with the
individual artists as recommended by the Public Art Committee in a total amount not to
exceed $2,700; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 3rd day of March 2020.
