SUBJECT: AUTHORIZATION AND AWARD THE CONTRACT FOR YOUTH CENTER ROOF
AND CITY HALL TRELLIS PROJECT (CIP No. 10032)
SUMMARY
Staff is requesting authorization to award the Youth Center Roof and City Hall Trellis Project (CIP
10032).
RECOMMENDATION
It is recommended that the City Council;
1. Adopt Resolution No. 20-12 authorizing the use of Omnia Partners; Contract # PW1925 with
Garland DBS, Inc. for the purchase, installation and warranty in the amount of $378,354.
2. Authorize the Mayor and the City Clerk to execute the contract documents on behalf of the
City.
FISCAL IMPACT
Sufficient funds have been budgeted for this project in the Fiscal Year 2019-2020 Capital
Improvement Program. The total estimated expenditure for the purchase, installation and
warranty of this project is $378,354. The project is funded through Capital Improvement Funds
(Fund 200).
CORRELATION TO THE STRATEGIC PLAN
The Youth Center Roof and City Hall Trellis Project contributes to the fulfillment of the City's
Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project
implements Strategy 5, which among other items, is to ensure continuous maintenance and
improvement of public facilities to ensure Tustin is an attractive, safe and well maintained
community which people feel pride.
BACKGROUND
OMNIA Partners is the largest and most experienced organization in procurement and supply
chain management. Omnia Partners is composed of two (2) cooperative purchasing organizations
— National IPA and U.S. Communities — and provides contracts that are competitively solicited
and publicly awarded by a government entity acting as the lead agency. Use of Omnia Partners
contracts is authorized in Tustin City Code Section 1625c.

The roof on the Youth Center building and the trellis' at City Hall have reached the end of their
useful life and are showing signs of deterioration from age and the elements. Over the last few
years, Field Services crews have worked at length to locate and repair roof leaks that have been
reported. Efforts to perform repairs have had limited success in reducing the number and severity
of leaks. This project will implement necessary flat roof replacement for the Youth Center building
and the replacement of the trellises at City Hall. The proposed construction project will provide a
new roof for the Youth Center with a 30 -year manufacturer's warranty.
Staff is requesting authorization of the purchase, installation and warranty for the Youth Center
Roof and City Hall Trellis Project.

RESOLUTION NO. 20-12
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA AUTHORIZING OMNIA PARTNERS PURCHASING PROGRAM
TO PURCHASE CERTAIN ITEMS
WHEREAS, the City has need to purchase various material, supplies and
equipment in order to conduct the operations of the City; and
WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes the
County of Orange Cooperative Purchasing Program to purchase materials, supplies,
and equipment if it can be acquired more cheaply or efficiently, by the Omnia Partners
Purchasing Program;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Tustin, California, does hereby authorize the Omnia Partners Purchasing Program, to
utilize contract # PW1925 for Garland/DBS, Inc., for and on behalf of the City of Tustin
pursuant to Section 10324 of the California Public Contract Code, and that Mr. Matthew
S. West, City Manager, is hereby directed to sign and deliver all necessary requests
and other documents in connection therewith and for and on behalf of the City of Tustin.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 3rd day of March, 2020.

Please Note: The following budget/estimate is being provided according to the pricing established
under the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) with Racine
County, WI and OMNIA Partners, Public Sector (U.S. Communities). The line item pricing
breakdown should be viewed as the maximum price an agency will be charged under the
agreement. Garland/DBS, Inc. administered an informal competitive process for obtaining quotes
for the project with the hopes of providing a lower market -adjusted price whenever possible.
Scope of Work: Cold Option
1. All drains and overflows must be water tested by roofing contractor before reroofing
begins. If any drains are clogged, please notify the owner immediately. Do not proceed
until the drains are in working order. Roofing contractor will be responsible for all drains in
place after project is completed to be in working condition once roof is complete.
2. Contractor responsible to turn over all sites where work is to take place in the same
condition as they were before the contractor started. All grounds adjacent to where work
was done must be swept and run over all areas with a magnet to ensure that there are
zero nails or sharp objects left on the grounds/grass. Grounds must also be walked
thoroughly for visual inspection of any objects, debris, or trash and all must be removed.
3. Remove existing roofing down to the deck. Remove all metal flashings, shingles, coping,
etc.
4. Mechanically fasten down one layer of HPR Glasbase basesheet directly to the plywood
deck according to ASCE 7-10 wind uplift requirements
5. Install two plies of HPR Glasbase and Stressply Plus FR Mineral membrane in
Weatherking Plus WC cold adhesive over entire roof surface directly to the DensDeck
Prime.

6. An extra layer of Stressply EUV smooth will also be used in all flashing, base plies, edge
metal reinforcement, pipe penetration reinforcement, and penetration plies.
7. Once roof is completed, contractor to power wash roof and coat with 3 gallons per square
of Pyramic Title 24 coating, 2 coats with 1.5 gallons per coat, with each coat back rolled
for an even appearance.
8. Install White Star at 2 gallons per square in a 2 wide foot strip at all valley lines and in all
drain areas. Embed 30lbs of T24 minerals into White Star while coating is still wet. Broom
up any loose minerals once coating as dried and dispose of.
9. Raise all vent curbs, duct curbs, pipe penetrations, and flashings as needed to reach a
minimum 8 inches of height above finished roof surface.
10. The use of pitch pans is not approved on this project. Flash penetrations using 41b lead
flashings. Install clamps to seal top. Top %" of lead jacks will be farrowed out and filled
with moisture cure polyurethane sealant (Tuff Stuff).
11. Replace all wood blocking with new DuraBlok blocking and install new hardware. Exising
DuraBloks can be reused.
12. Site screen sleepers: Roof over completely. Install liquid. flashings to site screen legs.
Install new metal sleeper covers.
13. Install new counterflashings around all equipment curbs.
14. Mini Split HVAC unit: City to disconnect and decommission unit. Roofing contractor to
build a new curb 8" tall, roof over curb, and install new metal pan on top. Reinstall unit and
secure through pan.
15. Install plywood around vent curb to eliminate double cant detail.
16. Install pelican hood that is filled with foam for all air conditioner line sets.
17. Install crickets behind each curb.
18. Replace all skylights with new double dome curb mounted units. Outer lenses to be
opaque.
19. Enlarge existing roof crickets as shown on attached drawing. Crickets to be made from
polyisocyan u rate with a'/2 wood fiberboard on top. Attach per wind uplift requirements.
20. Replace all coping with new factory 24 ga kynar coated metal. Outside face to be
attached with a continuous cleat made from 22ga galvanized metal. Inside edge to be
fastened every 18" O.C. with a #14 fastener with rubber grommet. Caulk all coping joints
with a 2" wide strip of caulk using color matched caulking that is neatly applied, taped off
on the edges, and troweled into place in a smooth manner.
21. Install new shingles to replace existing. Install R -Mer Seal underlayment underneath
shingles. New shingles to be Timberline HD. Include all new edge metal, trim, etc.
22. Install 1/2" plywood on small eyebrow roof over electrical room and roof in per
specifications. Install new 24 ga kynar edge metal with continuous cleat.
23. Contractor to replace all metal flashings around window system on roof area and install R -
Mer Seal underlayment behind the metal flashings.

Scope of Work: Wood Trellis - PD1, Community Center and Courtyard
1. To demo existing wood trellis, replace all trellis with new wood, all wood to receive new
flashing, prime, and paint, repair, and repaint any stucco areas affected by construction.
Potential issues that could arise during the construction phase of the project will be addressed via
unit pricing for additional work beyond the scope of the specifications. Proposal pricing valid 60
days from proposal date listed above.
Clarifications/Exclusions:
1. Use taxes are included.
2. Permits are included.
3. Bonds are included.
4. Plumbing, Mechanical, Electrical work is excluded.
5. Masonry work is excluded.
6. Interior Temporary protection is excluded.
7. Prevailing Wages are included.
8. Any work not exclusively described in the above proposal scope of work is excluded.
