SUBJECT: VETERANS MEMORIAL PROGRAMS
SUMMARY:
The new Veterans Sports Park at Tustin Legacy, set to open in Summer 2020, will
include a Veterans Memorial to honor the men and women in the Tustin community who
have served in the United States Armed Services. The memorial will feature four
programs in which the general public will have an opportunity to participate: the Paver
Program, the Interactive Kiosk, a KIA Memorial, and a time capsule. Tustin City Council
concurrence is requested for the policies and procedures drafted to successfully
implement these programs.
RECOMMENDATION:
That the City Council direct staff to move forward in implementing the proposed policies
and procedures for the Veterans Memorial programs.
FISCAL IMPACT:
Fiscal impacts associated with these programs would be minimal as most of the
physical components of the Veterans Memorial have been included in the construction
of Veterans Sports Park. Also, the up -front costs of the time capsule and the engraving
of the KIA Memorial are already included in the current budget and the ongoing costs
associated with engraving pavers will be offset by an application fee.
CORRELATION TO THE STRATEGIC PLAN:
The project advances Goal D of the City of Tustin Strategic Plan regarding Strong
Community and Regional Relationships by strengthening community engagement
through the use of a variety of methods, including interactive technologies.
DISCUSSION:
Staff has drafted policies and procedures for the following Veterans Memorial programs
after consulting with a variety of sources including the American Legion Post 227, the
Orange County Veterans Service Office, and several public agencies that have experience
with similar Veterans Memorial programs.
Veterans Paver Program
• Open to Tustin residents and those who served at the former Marine Corps Air
Station.
• An application fee will be charged to offset the cost of engraving the paver.

• Pavers will be engraved with the Veteran's name, rank, branch of service, and
years of service or era served (i.e. World War II, Korean War).
• Proof of service and Tustin residency will be required.
• Applications will be accepted year-round, but engravings would only be completed
twice each year in preparation for annual special events held on Memorial Day and
Veterans Day.
• Each branch of service will have a separate section around the Veterans Memorial
obelisk with over 600 4" x 8" pavers in each section.
• Applicants will also have the opportunity to submit photos and additional
information about the Veteran for inclusion in the Interactive Kiosk.
Interactive Kiosk
• Adjacent to the memorial with an interactive touch screen for public use.
• Content will include photos and information about those individuals honored in the
Paver Program as well as those honored in the KIA Memorial.
• Information about the City of Tustin's two adopted MCAS Pendleton Helicopter
Squadrons will be highlighted.
• Also included will be links to the City of Tustin website and Veterans related
websites such as the Orange County Veterans Service Office, U.S. Office of
Veterans Affairs, California Department of Veterans Affairs, and the National
Archives.
KIA Memorial
• The names and ranks of the 28 service men from Tustin that were killed in action
will be listed on a smaller obelisk at the site.
• These names have been verified by community volunteers through extensive
research with help from the American Legion and the Tustin Historical Society.
• Should it be necessary to include additional names to this memorial in the future,
staff will work with community volunteers to verify the necessary details.
Time Capsule
• The public will be asked to contribute items to this 100 -year time capsule which will
be buried on Memorial Day 2020.
• Tustin Veterans, in particular, will be invited to contribute photos and information
about their lives both during and after their service.
• In addition, to preserve a snapshot in time of life in Tustin in 2020, the wider Tustin
community will be invited to donate items of present-day significance.
• Specifications on acceptable size and materials have been identified in order to
maintain the integrity of the time capsule over its lifetime.
