SUBJECT: AWARD CONTRACT FOR THE FISCAL YEAR 2019-20 ROADWAY
REHABILITATION AND SIDEWALK REPAIR PROJECT, CIP NO. 70019
SUMMARY
Staff is requesting the City Council award a construction contract to the lowest
responsive/responsible bidder for the Fiscal Year (FY) 2019-20 Roadway Rehabilitation and
Sidewalk Repair Project, CIP No. 70019. Also included in the plans and specifications is the
resurfacing of the parking lot surrounding the City -owned warehouse at 15171 Del Amo Avenue (CIP
No. 10084).
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive/responsible bidder, Sequel Contractors, Inc. in the amount of $1,892,855.00, for the FY
2019-20 Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70019 and authorize the
Mayor and the City Clerk to execute the contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funds in the amount of $2,270,000 have been budgeted and appropriated in the Fiscal
Year 2019-2020 Capital Improvement Program Budget for the Fiscal Year 2019-20 Roadway
Rehabilitation and Sidewalk Repair Project. This project is part of the City's ongoing Maintenance
of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding. Funding is
provided through a combination of General Fund (Fund 200) and Measure M2 Fair Share (Fund
139).
The remaining budgetary appropriation will be set aside as project contingency for both potential
unforeseen conditions and the ability to utilize the favorable pricing received through the competitive
public bid process to accomplish additional similar work in the original project scope to meet the
City's Maintenance of Effort obligation.
Sufficient funding in the amount of $225,000 has been budgeted and appropriated for the Parking
Lot Resurfacing at 15171 Del Amo Avenue Project (CIP No. 10084). Funding is provided from the
General Fund (Fund 200).
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#1, which among other items, is to ensure continuous maintenance and improvement of public
facilities.

DISCUSSION
The Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70019 for Fiscal Year 2019-20
includes asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic
striping on various streets within Zone 1 of the City's Pavement Management Program. The City is
divided into seven pavement management zones with one zone targeted each year for pavement
maintenance. Through a rolling seven year cycle, this program is intended to maintain the integrity
of City streets. The current phase, Zone 1 (attached map), generally bounded by Fairhaven Avenue
to the north, Newport Avenue to the east, Irvine Boulevard to the south, and Costa Mesa Freeway
(SR -55) to the west. The project also includes citywide sidewalk repair which focuses on removal
and replacement of damaged sidewalk at numerous locations throughout the City based on an
annual field survey conducted by the Engineering Division.
Formal bids were publicly opened on March 3, 2020 and reviewed by Public Works. Six (6) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for Sequel Contractors, Inc.
and has determined that they are appropriate for the subject project.
The City owns the warehouse at 15171 Del Amo Avenue, as part of a larger acquisition associated
with the construction of an on-ramp and an off -ramp providing access to and from State Route 55 to
Newport Avenue and Edinger Avenue. In 2010, the City began leasing the 84,000 square foot
warehouse. While initial leasing activity consisted of approximately fifty percent of the building, the
warehouse has been completely leased since 2014. The leasing activity at the warehouse generates
over $730,000 annually to the General Fund.
The City leases the space on an "As Is, Where Is" condition. Although some minor isolated repairs
have occurred, the daily usage of tractor trailers delivering to and from the location has contributed
to the parking lot's deterioration and resurfacing is needed in order to continue leasing the facility.
It is recommended that the City Council award the construction contract to the lowest
responsive/responsible bidder, Sequel Contractors, Inc. for the FY 2019-20 Roadway Rehabilitation
and Sidewalk Repair Project, CIP No. 70019 and authorize the Mayor and the City Clerk to execute
the contract documents on behalf of the City.
