MODIFICATION OF THE SCHEDULE OF THE REGULAR MEETINGS
OF THE CITY COUNCIL AND PLANNING COMMISSION.
Consider revising the schedule of regular meetings of the Tustin City Council and
Planning Commission.
RECOMMENDATION:
That the City Council adopt Resolution Number 20-16 approving a modified schedule of
regular meetings of the City Council and Planning Commission.
FISCAL IMPACT:
The revised schedule will have only a minor fiscal impact for the cost of any hourly staff who
attend City Council meetings. That minor cost may be offset by the reduction in scheduled
Planning Commission meetings.
CORRELATION TO THE STRATEGIC PLAN:
Tustin's Strategic Plan Goal B: Public Safety and Protection calls for the City to "Ensure
Tustin is an attractive, safe and well maintained community in which people feel pride."
Goal D calls for the City to "Foster strong relationships within the community and to
provide leadership within the region."
BACKGROUND AND DISCUSSION:
In response to the spread of the COVID-19 virus and in conjunction with the Federal and
State proclamation of emergencies, the City Manager proclaimed a local emergency on
Monday, March 16, 2020. There is likely to be a need for more frequent actions to be
taken by the City Council in connection with the local emergency. Some actions of the
City Council may only be taken at regular meetings.

As a result, City staff recommends that the City Council adopt the attached Resolution
establishing weekly meetings of the City Council every Tuesday evening. (During weeks
when there are no items that require a Council meeting to convene, the City Clerk will
simply circulate notice of cancellation of that week's meeting.).
In order to maintain maximum feasible social distancing in accordance with Federal, State
and County Health Directives, the proposed Resolution would direct staff to take
appropriate steps to encourage City Council, City staff, and the public to participate in the
Council meetings electronically rather than in person.
Planning Commission regular meetings are currently scheduled on two Tuesday evenings
each month in the Council chambers. Because staff does not anticipate the need to
convene the Planning Commission twice each month, and because most of the Planning
Commission actions can be taken at special meetings, the proposed Resolution would
also reschedule Planning Commission meetings to occur on the second Monday of each
month.

RESOLUTION NO. 20-16
A RESOLUTION APPROVINNG A MODIFIED SCHEDULE OF REGULAR
MEETINGS OF THE CITY COUNCIL AND PLANNING COMMISSION
WHEREAS, in response to the spread of the COVID-19 virus and in conjunction
with the Federal and State proclamation of emergencies, the City Manager proclaimed a
local emergency on Monday, March 16, 2020; and
WHEREAS, there is likely to be a need for more frequent actions to be taken by
the City Council in connection with the local emergency. Some actions of the City Council
may only be taken at regular meetings; and
WHEREAS, in light of Federal, State and County Health orders to avoid gatherings
and to maintain social distancing, the City Council finds that all reasonable steps should
be taken to encourage the City Council, City staff and the public to participate in the
Council and Planning Commission meetings electronically rather than in person; and
WHEREAS, City staff does not anticipate the need to convene the Planning
Commission twice each month in the immediate future; and
WHEREAS, most Planning Commission actions can properly be taken at special
meetings of the Commission.
THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1: The above recitals are true and correct, and are incorporated herein
by reference.
SECTION 2: Regular meetings of the City Council shall occur every Tuesday
except State holidays, commencing on Tuesday, March 24, 2020. Closed session
meetings shall commence at 4:00 p.m. and open session meetings shall commence at or
about 5:00 p.m.
SECTION 3: For purposes of the Brown Act, the address for the meetings will be
at the Council Chambers at Tustin City Hall, 300 Centennial Way, Tustin, CA 92780.
However, the City Council and City staff are encouraged to participate in the meetings
electronically, not in-person. Until the City's proclamation of emergency is terminated,
members of the public shall observe and participate in the meeting electronically, not in
person.
SECTION 4: Regular meetings of the Planning Commission shall occur on the
second Tuesday of each month except State holidays, commencing on Tuesday, April
13, 2020. The meetings shall commence at 7:00 p.m.

SECTION 5: For purposes of the Brown Act, the address for the meetings will be
at the Council Chambers at Tustin City Hall, 300 Centennial Way, Tustin, CA 92780.
However, the Planning Commission and City staff are encouraged to participate in the
meetings electronically, not in-person. Until the City's proclamation of emergency is
terminated, members of the public shall observe and participate in the Planning
Commission meeting electronically, not in person.
SECTION 6: If any section or provision in this Resolution is invalidated, all other
provisions shall survive, and in that respect the provisions herein are severable.
SECTION 7: This revised meeting schedules set forth herein are necessary to the
protection of public health, safety and welfare in light of the City's Proclamation of Local
Emergency. This Resolution shall supersede the City Council and Planning Commission
meeting schedules set forth in the Tustin City Code until this Resolution is terminated or
superceded.
PASSED AND ADOPTED at a special meeting of the City Council of the City of
Tustin held on the 20th day of March 2020.
