Honorable Mayor and Councilmembers, I respectfully request that you do not invoke a full closure of the parks in the City of Tustin. The partial closure of the facilities that involve physical contact is sufficient. The social distancing to slow the spread of COVID19 will be effective. Closing the parks to walking, biking, and running will only serve to create a condition of house arrest for the citizens. They will be forced to exercise on city streets, and be in close proximity to cars and traffic. The threat of loss of life from this interaction between cars and people is much greater than the potential threat of contacting COVID19 during exercising while maintaining social distancing protocols. https://www.cdc.gov/motorvehiciesafetyy/pedestrian_safety/index.html. Additionally, the number of non-fatal pedestrian/bike vs. car accidents that will result from an unfounded knee-jerk response such as this would further stress the emergency medical services and increase the exposure of injured healthy people to the virus at the ER.
