CALL TO ORDER: 10:02 a.m. Community Development Conference Room (VIA CONFERENCE CALL) ROLL CALL: Elizabeth Binsack, Zoning Administrator Jessica Aguilar, Associate Planner (via telephone conference) PUBLIC CONCERNS: None CONSENT CALENDAR: None PUBLIC HEARING: Opened the Public Hearing at 10:04 a.m. Both the applicant and property owner were part of the conference call. 1. CONDITIONAL USE PERMIT (CUP) 2020-0003 APPLICANT : PROPERTY OWNER: KHANH NGUYEN MARCOS COSTA 1281 9T" AVENUE, #2903 10151 RANGEVIEW DRIVE SAN DIEGO, CA 92101 SANTA ANA, CA 92705 LOCATION: 270 SOUTH PROSPECT AVENUE, #A REQUEST: To authorize the establishment of a day spa in an existing live/work unit on the ground floor. ENVIRONMENTAL STATUS: This project is categorically exempt (Class 1) pursuant to Section 15301 of the California Environmental Quality Act. Zoning Administrator Action Minutes March 25, 2020 Page 2 RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 20-005 approving Conditional Use Permit (CUP) 2020-0003 to authorize the establishment of a day spa in an existing live/work unit on the ground floor of Prospect Village located at 270 South Prospect Avenue#A. It was noted there were no members of the public in attendance (via telephone conference) for this item. The Zoning Administrator opened the Public Comments section at 10:05 a.m. The Zoning Administrator stated she had reviewed the staff report and did not need a presentation. The Zoning Administrator asked both the applicant, Mr. Nguyen and the property owner, Mr. Costa if they had an opportunity to review ZAA 20-005, including the Conditions of Approval. Mr. Nguyen and Mr. Costa had reviewed the agenda report and Conditions of Approval and they were both in agreement. There were no comments or concerns. The Zoning Administrator closed the Public Comments section at 10:06 a.m. The Zoning Administrator adopted ZAA 20-005. The Public Hearing Item was closed at 10:07 a.m. REGULAR BUSINESS: None ADJOURNMENT: The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
