RESOLUTZON NO. 87-10
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, ADOPTING A RECOMMENDED
NOISE ABATEMENT FLIGHI PATH
WHEREAS, aircraft departing from John Wayne Airport leave on a path
which is intitially both near, and parallel to Interstate Highway 55; or
they arrive at the said airport on a final approach path which is
identical to the above-mentioned route, in reverse; and
WHEREAS, the said aircraft, when operating under visual flight
rules, habitually enter the said final approach path, or leave the
initial departure path, at points varying from four to seven miles from
the airport, the said aircraft reach altitudes of approximately 1500 to
2000 feet at the time they pass over the City of Tustin for flights to
and from the South and East; and
WHEREAS, the noise'from the said aircraft creates and constitutes a
nuisance to the residents and property owners thus impacted by the said
aircraft; and
WHEREAS, the Federal Aviation Administration (FAA) has adopted an
'"Aviation Noise Abatement Policy", pursuant to which the persons impacted ·
by the noise of aircraft are entitled to relief from the said nuisance by
the adoption of preferred flight paths, climb and glide angles, and other
restrictions on the said aircraft, if adopted by the airport proprietor;
which said recommendations the FAA will consider, .adopt and publish to
those who fly in and out of the airport; and
WHEREAS, this procedure has been successfully utilized in various
other airport areas throughout the United States,
NOW, THEREFORE BE IT RE. SOLVED that the City Council of the City of
Tustin, California does hereby direct the following actions to be taken'
1. At the earliest possible opportunity, this resolution shall be
.presented to the Aviation Noise Abatement Committee of the
County of Orange and a copy shall be filed with the Board of
Supervi sots;
2. The City of Tustin requests that all appropriate and necessary
steps be taken by the said Noise Abatement Committee to
recommend a Noise Abatement Flight Path for the aircraft as set
forth herein below, and that the said recommendation shall be
promptly forwarded to the Board of Supervisors wi th a
recommendation in favor of the adoption of the Noise Abatement
Flight Path, for submission to the FAA for its consideration
and adoption.

That the said Noise Abatement Flight Path shall be a "Charted
Visual" flight path, which will require aircraft departing
toward Tustin to ~stay over Interstate Highway 55 to the point
where Highway 55 intersects with Interstate Highway 91, and
during the flight over Highway 55 to maintain the steepest
possible climb angle consistent with safety;

That aircraft approaching John Wayne Airport shall enter the
said Charted 'Visual flight path at the point where Highway 55
intersects with Highway 91 and remain over Highway 55 until
necessary to line up on the runway;
That the entry into the Charted Visual flight path shall be at
an al titude corresponding to the steepest possible glide pa th
consistent with safety, and that the said glide angle shall be
maintained from the point of entry into the Charted Visual
flight path until final landing approach;

That all aircraft other than those in the Noise Abatement
flight path shall be at altitudes over 10,000 feet when they
fly over the Tust~n area; or if that al titude is higher than
the FAA will ~pprove, then at whatever is the highest altitude
the FAA will approve;

That this requirement applies to both commercial and general
aviation aircraft;

That after adoption of the Noise Abatement flight pa th by the
FAA, the Noise Abatement Office be charged wi th the
responsibility of monitoring aircraft for compliance; that in
the event of violations the County take whatever steps are
necessary to obtain compliance.
PASSED AND ADOPTED by the City Council of the City of
California, this 19th day of January , 1987.
