HUSTON, CITY MANAGER PATRICK SANCHEZ, PARKS AND RECREATION DIRECTOR SUBJECT: CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD- TIRE-DERIVED PRODUCT GRANT APPLICATION SUMMARY: Cities making applications for grant funds from the California Integrated Waste Management Board (CIWMB) must include an approved resolution from the applicant's governing body. The Parks and Recreation Services is requesting approval to submit an application for the Tire-Derived Product (TDP) Grant Program for playground surfacing material costs at the Tustin Sports Park and Citrus Ranch Park. RECOMMENDATION: The City Council adopt the attached Resolution No. 05-107 to support an application for a TDP Grant from the California Waste Management Board for playground surfacing materials at the Tustin Sports Park and Citrus Ranch Park. FISCAL IMPACT: Renovation of the playground equipment and surfacing at the Tustin Sports Park is financed through a combination of funds; $35,000 from the Park Development Fund for Tot lot Renovations (Project No. 2059) and $75,000 allocated from the Reserve Sports Park Deferred Maintenance Account. The construction of Citrus Ranch Park is included in the FY 05/06 CIP (Project 2046). A grant from the CIWMB would pay for material costs only for playground surfacing. BACKGROUND: The City of Tustin is applying for funds to replace 1,736 S.F. of rubberized playground surfacing at the Tustin Sports Park. The twenty-acre Tustin Sports Park is the most heavily used recreational facilities in the City with over 225,000 visitors per year. The design for the Citrus Ranch Park includes 4,800 S.F. of rubberized playground surfacing. Funding from the California Integrated Waste Management Board TDP Grant would pay for surfacing materials manufactured from recycled 100% California Waste tires. Page 2 The Tire Recycling Act authorized the CIWMB to award grants for the purpose of diverting tires from landfill disposal by promoting markets for recycled tires. The Parks & Recreation Department identified an eligible project for replacing the playground surfacing at the Tustin Sports Park and installing surfacing at Citrus Ranch Park. Grant recipients will be notified of awards in March 2006. ~'"~ Director, Parks and Recreation Services Attachments: Resolution No. 05-107 TIRE GRANT 2005 RESOLUTION NO. 05-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING AN APPLICATION TO THE CALIFORNIA INTEGRA TED WASTE MANAGEMENT BOARD FOR A TIRE-DERIVED PRODUCT GRANT. WHEREAS, Senate Bill 876 (Escutia, Statutes of 2000, Chapter 838) authorizes the California Integrated Waste Management Board to establish a grant program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping and to promote markets for recycled-content waste tire products; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program for the State, setting up necessary procedures governing program applications by California cities, counties, city and county, special districts or political subdivisions thereof, and qualifying California Indian tribes; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution approval of the application before submission of said application to the State; and WHEREAS, if awarded a grant, the applicant will enter into an agreement with the State of California for development of the project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin 1. Authorizes the submittal of an application to the California Integrated Waste Management Board for the FY 2005/2006 Tire-Derived Product (TDP) Grant Program. 2. Authorizes and empowers the Director of the Parks and Recreation Services Department, or his or her designee, to execute in the name of the City of Tustin all necessary applications, contracts, agreements, amendments and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
