Dear Members of the Tustin City Council,
Attached you will find my public comment for tonight's City Council meeting for the Public
Iu" section of tonight's agenda.
I am sending this email because the City Council's eComment application only
allows submissions of no more than 500 characters. This is a violation of the Brown Act. I am
attaching to this email my 3 -minute comment because of the improper block to public access
you created on your online platform.

Dear Tustin City Council Members,
My name is Daniel Lammie and I am a student at University of California, Irvine School of Law
and a concerned resident of Orange County. I am writing to you again today to express my concern
regarding the closure of public restrooms and the City's consideration of the complete closure of public
parks on March 31.
Many cities are closing public facilities, including parks, as a measure to prevent further
transmission of the virus. This is an admirable step to take to protect those who are fortunate enough to
have somewhere to shelter in place, but different considerations must be made for homeless and housing -
insecure populations. Many people depend on public facilities, such as public restrooms, now more than
ever. In light of the recommendations emphasized by the World Health Organization to "Do the Five,"
including frequently and thoroughly washing your hands to halt the spread of the virus, access to public
restrooms is crucial for these populations. The CDC has recommended that homeless populations avoid
crowded shelters during this time, so many people are left with no other option but to depend on public
restrooms for personal hygiene. For those homeless people who are in shelters or camps and denied
access to basic hygienic facilities, the virus is almost certain to spread quickly. Thus, making the
containment of the virus more difficult for us all and endangering not only the lives of people who now
find themselves homeless.
As of April 7, Laguna Beach, Newport Beach and Rancho Santa Margarita have agreed to keep
some public restrooms open for homeless populations to help halt the spread of COVID-19. I urge you to
follow their lead. The more Orange County residents who become infected, the longer this pandemic will
continue. Please consider taking further steps to protect both those who currently have a home and those
who do not.
