Meeting: Special Meeting of the City Council Item: COUNCIL BUSINESS CONFIRMATION OF ORDER OF THE CITY MANAGER OF THE CITY OF TUSTIN ACTING IN HIS CAPACITY AS DIRECTOR OF EMERGENCY SERVICES MANDATING THE WEARING OF FACE COVERINGS IN ESSENTIAL BUSINESSES. On April 20, 2020, the City Manager, acting in his capacity as Director of Emergency Services, approved an Order requiring all Essential Businesses operating in the City to require their employees to wear face coverings whenever one or more co-workers or patrons are present. The Order also strongly encourages those businesses that provide services or sales of retail goods food, or banking services to require their patrons to wear face coverings, and strongly encourages grocery stores to establish dedicated shopping hours for those aged 60 and older and for other at-risk populations. This item requests that the City Council confirm the Director of Emergency Services'April 20, 2020 Order. eComment: NONsurgical masks are germ festering petri dishes that not only do not seal in/out germs but they actually do more harm to both employees and customers. Are they being recommended (against the recommendation of the WHO) to give the appearance that we are being cleaner and more sanitary when in fact it is doing the opposite?Any nonsurgical mesh that is used will not be of the right size to keep microbes in or out. If they do not stop the virus then what is the point of wearing one? Moisture builds up in the masks. Bacteria grows making these masks filthy and potentially harming the health of the employee. And yet further, most people do not breathe well in them because they don't know what they are doing and because the mask itself is not meant to be worn very long periods of time, so the person ends up mouth breathing - and/or talking -which creates moisture, and then you have a wet petri dish capturing all of your germs and anybody else's germs. Which nice, damp, moist petri dish is also now sitting at the threshold that all of your oxygen has to pass over before it enters your sinuses and your respiratory tract. Why would we require an article of clothing that impairs the health of employees? The WHO recommends PPE gear for hospital settings. It also recommends that healthy people not wear masks. Why would a non-hospital business go against the recommendations of the WHO? https://www.who.int/emergencies/diseases/novel-coronavirus- 2019/advice-for-public/when-and-how-to-use-masks These masks do not fit properly and the employee ends up touching and adjust their germ-filled masks and then they touch all the store items including products I may be buying. These masks actually undercut the alleged "health" goal - by wearing a petri dish on your face and spreading your germs to the public. This is unsanitary and super gross. How could these masks not be creating a more toxic health environment for both employee and customers?
