HUSTON, CITY MANAGER TO: FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION TO FILE THE NOTICE OF COMPLETION FOR THE RED HILL AVENUE WIDENING PROJECT AT THE 1-5 FREEWAY (CIP NO. 7133) SUMMARY Construction of the Red Hill Avenue Widening Project at the 1-5 Freeway (CIP No. 7133) has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 05-110 accepting the Red Hill Avenue Widening Project at the 1-5 Freeway (CIP No. 7133), and authorizing the recordation of the Notice of Completion, and direct the City Clerk to: 1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of recordation of the Notice of Completion; and 2. Release the Faithful Performance Bond not sooner than one year after the date of recordation of the Notice of Completion; and Assuming no claims or stop payment notices are filed, it is further recommended that thirty- five (35) days after the date of recordation of the Notice of Completion, the City Council authorize payment of the final 10% retention in the amount of $217,022.87 to Banshee Construction Company, Inc. The total final construction contract cost for the project is $2,170,228.71. FISCAL IMPACT The final construction contract cost for the Red Hill Avenue Widening Project at the 1-5 Freeway is $2,170,228.71. The project was funded by a combination of Measure "M" Competitive Funds, Measure "M" Turnback funds, Santa Ana-Tustin Transportation System Improvement Authority funds, Developer contribution funds, Gas Tax funds, and City Capital Improvement Program funds. Project construction, along with design and construction management, has increased the City's infrastructure assets by $1,861,142. The increased infrastructure valuation will be added to the City's infrastructure inventory as required by Statement 34 of the Governmental Accounting Standards Board (GASB 34). Detailed cost infonmation is shown on the attached GASB 34 Infrastructure Inventory Valuation Form. Acceptance of Public Improvements and Authorization to File the Notice of Completion for the Red Hill Avenue Widening Project at the 1-5 Freeway (CIP No. 7133) November 21, 2005 Page 2 BACKGROUND AND DISCUSSION The Red Hill Avenue Widening Project at the 1-5 Freeway (CIP No. 7133) was completed on August 3, 2005. The purpose of the construction of the project was to bring Red Hill Avenue into conformance with its designation as a major (6 lane) arterial roadway with bike lanes as shown on the Circulation Element of the City's General Plan. The project will also help to relieve traffic congestion, improve the traffic level of service, and improve access to the 1-5 Freeway by adding an exclusive right turn lane onto the northbound 1-5. All of the work for this project has been completed to the satisfaction of the City Engineer, and is now ready for City Council acceptance. C /--;o~ Tim D. Kasdan Engineering Services Manager Attachments: Resolution No. 05-110 Location Exhibit GASB 34 Infrastructure Inventory Vaiuation Form S:ICity Councii Items\2005 Councii ltemslNOC Red Hill Widening at 1-5 & Reso 05-11 O.doc RESOLUTION NO. 05-110 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE CONSTRUCTION OF THE RED HILL AVENUE WIDENING PROJECT AT THE 1-5 FREEWAY (CIP NO. 7133) WHEREAS, Banshee Construction Company, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Red Hill Avenue Widening Project at the 1-5 Freeway (CIP No. 7133) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
