SUBJECT:
APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO
ADVERTISE FOR BIDS FOR THE ANNUAL MAJOR MAINTENANCE
PROJECT, FY 2005-2006 (CIP NO. 7001); THE ANNUAL SIDEWALK
REPAIR PROJECT, FY 2005-2006 (PROJECT NO. 402-6235); AND THE
WilLIAMS STREET IMPROVEMENT PROJECT (CIP NO. 7187)
SUMMARY
The plans and specifications for the Annual Major Maintenance Project, FY 2005-2006 (CIP No.
7001); the Annual Sidewalk Repair Project, FY 2005-2006 (Project No. 402-6235); and the
Williams Street Improvement Project (CIP No. 7187) have been prepared and the projects are
now ready to be bid. Notices of Exemption have been recorded with the County of Orange for
these projects since they are categorically exempt under the California Environmental Quality
Act (CEQA) requirements. Additionally, the Williams Street Improvement Project (CIP No.
7187) has been reviewed and determined to be categorically excluded under the National
Environmental Protection Act (NEPA) requirements, as required for federally funded projects.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 05-113, approving the plans and
specifications for the Annual Major Maintenance Project, FY 2005-2006 (CIP 7001); the Annual
Sidewalk Repair Project, FY 2005-2006 (project No. 402-6235); and the Williams Street
Improvement Project (15600) (CIP No. 7187); and authorizing and directing the City Clerk to
advertise for bids.
FISCAL IMPACT
The FY 2005-2006 Capital Improvement Program (CIP) Budget provides $615,000 for the
Annual Major Maintenance Project (CIP No. 7001), and $75,000 in Community Development
Block Grant (CDBG) funds for the Williams Street Improvement Project (15600) (CIP No. 7187).
The Public Works Department/Engineering Division Operating Budget provides $200,000 for
the Annual Sidewalk Repair Project (Project No. 402-6235). The Annual Major Maintenance
Project and the Annual Sidewalk Repair Project are part of the City's on-going Maintenance of
Effort (MOE) obligation to maintain eligibility for Measure M funding. Total funding for the three
projects is $890,000 and the engineer's construction cost estimate is $700,000.

DISCUSSION
The subject projects were combined into one bid package to simplify the contract administration
process and reduce duplication of effort in coordination between the projects. Combining these
projects will also reduce disruption in the areas where the projects have construction impacts
and facilitate contract administration efforts by City staff during construction.
The FY 2005-2006 Annual Major Maintenance Project consists of asphalt concrete repair,
asphalt concrete resurfacing, crack routing and sealing, and traffic striping and markings. This
year's current phase of the street maintenance cycle is for streets within Zone 1 of the City's
Pavement Management System. Zone 1 is generally bounded by the SR 55 Freeway on the
west, Fairhaven Avenue and Santa Clara Avenue on the north, Prospect Avenue on the east,
and Irvine Boulevard on the south. The majority of streets in Zone 1 are in good condition.
Asphalt resurfacing is planned on Seventeenth Street from Carroll Way to Prospect Avenue
(south), and Laurie Lane from Marshall Lane to Yorba Street.
The FY 2005-2006 Annual Sidewalk Repair Project focuses on removal and replacement of
damaged sidewalk to correct tripping hazards at approximately 70 locations throughout the City.
It also includes some minor curb and gutter replacement to correct drainage problems at
several locations. The Engineering Division has conducted a survey and evaluated locations
where tree roots are causing sidewalk and curb and gutter damage. Some of these trees will be
removed with the FY 2005-2006 project. These trees will be replaced either in kind or with a
species more suitable to the parkway area. The City's tree maintenance contractor will perform
the tree removals and replacements. The Annual Sidewalk Repair Project for FY 2005-2006 will
fund the tree removals and replacements.
The other major function of the Annual Sidewalk Repair Project is to provide a means for
addressing improvements throughout the City to comply with the federal Americans with
Disabilities Act (ADA). These locations are typically requested by citizens or are identified by City
staff to provide for completion of missing segments of sidewalk and curb ramps to improve
pedestrian access.
The Williams Street Improvement Project consists of the removal of an asphalt berm and
walkway and replacement with concrete sidewalk, curb, gutter and full width street paving on
the east side of Williams Street at No. 15600. This improvement will yield a much enhanced
street section for both pedestrians and vehicles across from the Robert Heideman Elementary
School.
Since these projects involve the replacement and repair of existing facilities with minor
modifications, they are categorically exempt under California Environmental Quality Act (CEQA)
requirements. Notices of Exemption for the subject projects have been prepared and recorded
with the County of Orange. Since federal CDBG funding is involved, the Williams Street
Improvement Project (CIP No. 7187) has also been reviewed and determined to be
categorically excluded under the National Environmental Protection Act (NEPA) requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE

WHEREAS, it is the intention of the City Council of the City of Tustin California to
contract for the construction of the Annual Major Maintenance Project, FY 2005-2006
(CIP No. 7001); the Annual Sidewalk Repair Project, FY 2005-2006 (Project No. 402-
6235); and the Williams Street Improvement Project (15600) (CIP No. 7187); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, these projects are categorically exempt from the requirements of the
California Environmental Quality Act; Class I, Section 15301: Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Annual Major Maintenance Project, FY 2005-2006 (CIP No. 7001); Annual
Sidewalk Repair Project, FY 2005-2006 (Project No. 402-6235); and
Williams Street Improvement Project (15600) (CIP No. 7187).
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by law for the receipt of sealed bids or proposals for
the performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21st day of November 2005.
