SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR
BIDS FOR THE PEPPERTREE PARK IMPROVEMENTS PROJECT CIP NO. 20085
SUMMARY
The plans and specifications for the Peppertree Park Improvements Project (CIP No. 20085) have
been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 20-31 approving the plans and specifications for the
Peppertree Park Improvements Project (CIP No. 20085); and
2. Authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
Funding in the amount of $564,000 is being provided through the Community Development Block
Grant Program (CDBG) and intended to satisfy the timely uses of funds. The remainder will be
requested through the Park Development Fund (Fund 131) and included in the FY 2020/2021 Capital
Improvement Program appropriation. The engineer's estimate for the project is $1,418,000.
CORRELATION TO THE STRATEGIC PLAN
The Peppertree Park Project contribute to the fulfillment of the City's Strategic Plan Goal B: Create
a plan to protect the City's public assets. Specifically, the project implementation of Strategy 5,
which among other items, is to improve turf and landscape conditions for all community parks.
BACKGROUND
Peppertree Park is a highly utilized park for a variety of enjoyable community activities, including
Concerts in the Park, Movies in the Park, Lobster Fest, and Chili Cook -Off. The park is located
adjacent to the Tustin Area Senior Center with frontage along First, B and C Streets. The
improvements will include restroom renovations, new landscaping, irrigation, turf, senior center
community garden, playground equipment, rubberize playground surfacing, infield renovation and a
series of accessibility improvements in accordance with the Americans with Disabilities Act (ADA).
Replacing the landscape, turf and irrigation will improve coverage, enhance growth and efficiency,
thereby, improving long term maintenance and operations. The ADA improvements include those
that pertain to the play equipment as well as the walking paths and seating/picnic areas in and around
the park.

The typical service life for an irrigation system is 25-30 years and Peppertree Park was built in 1972.
Several individual projects have been completed over the years requiring multiple modifications to
the irrigation system to accommodate each project accordingly. These projects include:
• 2000 restroom renovation, band shell, picnic shelter replaced, dugout renovation,
playground Improvements
• 2001 new backstop, upgrade electrical, hardscape in front of band shell
• 2012 Park Lighting LED Conversion
• 2014 Bocce Ball Court
• 2017 Additional Park LED Perimeter Lighting
The new irrigation design accounts for the amenities within the park and corrects problems associated
with the construction of the projects listed above. In addition, renovating the turf areas and re -sodding
will improve durability, grade, drainage and enhance long term turf development.

RESOLUTION NO. 20-31
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
PEPPERTREE PARK PROJECT CIP NO. 20085 AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the Peppertree Park Project CIP (No. 20085), FY 2020-2021; and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, the CIP No. 20085 project is categorically exempt from the requirements of
the California Environmental Quality Act (CEQA); Class 1, Section 15301: Existing Facilities; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by
the City Engineer are hereby approved as the plans and specifications for:
Peppertree Park Project
CIP No. 20085
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 19th day of May, 2020.
