They push the ball to the other side, once on the other side they hold the
ball up for 30 seconds. They come back doing the same thing. This time when they get
back to the wall they have 1 minute of freestyle kicking on the wall. Rest for 30 seconds
and reapeat.

Patriot Aquatics is a youth sports organization specializing in swimming and water polo. Patriot

Patriot Aquatics also uses the William Woollett Aquatics Center for practices and holds a City of

Patriot Aquatics has prepared a proposal for a return to the pool. The goal is to ensure social
distancing guidelines are met, coaches and staff are protected and the potential for the
transmission of infectants is minimized for all people involved. This proposal includes the

The goal of this proposal is to start the conversation on what is necessary in order to return youth
sports as a staple in the community. The protocols and proposed plans of action are open for
discussion and modification as deemed necessary.
A list of practice outlines that follow the established protocols will be attached to this document.
These practice outlines are proposals and examples of drills that can be done while maintaining
the social distancing guidelines.
Supporting Research

As summer gets closer, so does our itch to swim in a refreshing pool. We at Patriot
Aquatics Club are proposing the reopening of the Beckman High School pool under strict
regulation and sanitation principles. By taking inspiration from other states like Arkansas, Texas,
and Florida - and even the city of Mission Viejo in Orange County, California-we have created
an effective and efficient means of safety for our athletes.
States like Texas and some cities in Florida are willing to reopen their pools at"25%
capacity"[1][2]. Keeping in mind that these states have high values of COVID-19 cases with
Texas at 37,860, Florida at 40,001, and California at 64,561, these measures are to ensure
adequate spacing between athletes. In Harrisburg, Arkansas, strict sanitation protocols will also
be put into place for their public pool opening[3]. Handrails up diving boards, benches, toilets,
toilet handles, and flush handles will all be thoroughly cleaned and sanitized on a regular basis to
ensure minimal spreading. Like other cities throughout the United States, they will also limit
their lap swimmers to about 10-15 swimmers at a time.
In the Netherlands, their specific guidelines are written below:[4][5]
- There must be a health provider on the pool deck to make sure the area is virus safe.
- Athletes can not arrive earlier than 10 minutes before practice and must leave
immediately after.
- Athletes should shower completely at home before and after swimming
- Athletes must adhere to the 1.5 meter(-5 feet) social distance within the pool
With the Dutch COVID-19 case total reaching 42,788 throughout the country, they also limit the
athletes' age to under 18 years old to ensure social distance guidelines. Practice for age groups
under 12 are allowed to be full-contact.
As for Mission Viejo, their regulations are listed below:[6]
- Must arrive 15 mins early
- Drop off. parents stay in cars, athletes enter only 10 feet apart
- Athletes must wear their swimsuits before entering pool
- Athletes enter the pool through one gate and leave another
- Athletes report to their assigned lanes and place their belongings at the end of the lane
- One swimmer per lane, staying in the middle of the lane
- No locker rooms, bathrooms must be cleaned after use.
- Athletes must leave immediately after practice, staying 10 feet apart, no loitering.
- Parents must be ready for pick up.
- Swimmers who do not follow rules will be removed from the group
Their regulations follow closely with the official USA Swimming guidelines as well, which
highlights in more detail the necessary precautions in case an aquatics club were to reopen[7].
The complete guidelines link is listed below.
Although this is quite a scary time for everyone, it is important to maintain some level of
normalcy in our lives. We at Patriot Aquatics will take unprecedented measures to ensure the
safety of our athletes and community. The last thing we want is to increase the spread of
COVID-19; in fact, we believe continuing practices may reduce the spread. Although there is no
current research conclusion on the effects of chlorine on the virus, research in its effects on
poliomyelitis - or polio -may be enlightening. Chlorine water, or pool water, has been proven to
deactivate the polio virus within a timely manner[8]. This chart below demonstrates the time in
minutes a virus cell - like polio -needs to become 99.99% deactivated.

The focus on polio is due to its aggression towards children in particular. Although
COVID-19 has an effect on a greater age difference, the precautions and research on the polio
virus can pose as a blueprint for our reaction to the coronavirus. One factor to note is the
spreadability due to temperature. Polio has a greater likeliness of hotter weather, thus making the
virus a greater threat during the summer season. Unlike Polio, COVID-19 theoretically reduces
it's spreadability in warmer temperatures. The R0, or the basic reproduction number, for Polio
and COVID-19 are vastly different[9]. Although the RO of COVID-19 is striking in itself with
being between 1.5-3.5, Polio's RO reached anywhere between 5-7.
During the Polio epidemic in New York, the instant decision was to close all facilities to
contain the virus. Community and private pools were closed instantly for fear of spread[10].
However, research shows that the virus wasn't strictly transmitted through water, but through
oral-fecal matter such as coughing, sneezing, and diarrhea. "In 1946, a study showed that
chlorine was actually one of the few known chemicals that could inactivate the virus. Although
polio is resistant to common soaps and chemicals of low pH—which is one of the reasons it was
able to spread so efficiently-- it can be rapidly inactivated by chlorine, as well as by heat and
formaldehyde.[...] Moreover, chlorine, as a polio disinfectant, became the new face of sanitation,
with strict regulations on chlorine in pools in place by the early 1960s."[10][11]
If pools act as a sanitizer rather than a viral perpetrator, wouldn't we want to recommend
it's usage?As of now, "there is no evidence that the virus that causes COVID-19 can be spread
to people through the water in pools, hot tubs, spas, or water play areas. Proper operation and
maintenance (including disinfection with chlorine and bromine) of these facilities should
inactivate the virus in the water."[12] as stated directly by the CDC. The main issue revolves
around the maintenance of social distancing and how aquatics clubs would be able to regulate
their athletes. We believe our plans and protocols will ensure the safety of our athletes and
prevent the spread of COVID-19 any further in Orange County.

Health Leader Position
While health and safety should always be at the forefront of youth sports, in the corona era, this
has never been more true.
The position concentrates on wellbeing in the broadest sense possible. This includes acting
mindfully towards our members and visitors, our staff and coaches, the local community, and our
planet. Health and safety are naturally one of the first prerequisites for wellbeing. The
widespread corona crisis that is permanently changing the world as we know it further validated
our approach and reaffirmed our commitment towards wellbeing, health, and safety.
In the post-corona world, there will be even greater demand and emphasis on health, safety, and
security aspects of youth sports, travel and everything else that youth sports affect. Undeniably,
there are emerging health-related challenges and opportunities for the youth sports sector and the
ones who manage it correctly will be the winners of the new era of youth sports. The world and
the youth sports are changing, and we cannot take the risk to stand still or wait for another crisis
to happen. We want to lead the way.
In one sentence, the Health& Safety Leader will be responsible for implementing health, safety,
and risk management processes to ensure that members and visitors receive the highest standard
of hospitality and training in a safe and secure environment. We are open to discuss and
consider different procedures and measures that would contribute to achieving that ultimate goal.
The main responsibility of the Health& Safety Leader is to establish and implement health and
safety-related procedures at the pool.
Staff training is another area that is under the responsibility of this position, as well as initiating
various design and operations recommendations in line with the health and safety procedures.
Moreover, this person needs to establish communication channels with governmental bodies,
healthcare officials, and the local community to stay on top of all the related requirements,
measures, and expectations. Crisis response planning is yet another important area of
responsibility. For this reason we will have a healthcare professional associated with Hoag
hospital who gets all the latest news, requirements and is able to act swiftly in need of crisis but
more importantly in preventing one to start with

The pool will be rastered in blocks that are 6 ft apart. By placing bright cones on the pool deck,
separated by 6 ft each, this will be achieved visually. A quick mathematical analysis showed that
when the pool is separated in blocks of 6ft by 6ft it can allow for 99 people in each position.
However, water polo requires a lot of movement, meaning the actual number of people in the
pool will be reduced by approximately 75-80%to ensure the social distancing guidelines are
met.

The 20-25 athletes in the pool would be separated into 4 stations. These stations are outlined in
the image above. Each station allows for roughly 4-8 athletes while maintaining social distancing
guidelines. There will be no player-to-player or player-to-coach contact until the 6ft guidelines
change.
Practice Protocol
• Every athlete/parent will conduct a temperature check upon entering the pool deck.
Athletes/parents that have a temperature of 100.417 or above will not be allowed on the
pool deck.
• Every athlete/parent will answer a health screening questionnaire. Athletes/parents that
have been in contact with someone that is sick within the past 14 days will not be allowed
on the pool deck.
• Each age group will have their own allocated practice time. For small age group teams of
under 10 players, combining practices will be allowed since it falls within the margins of
20-25 players.
• These athletes will be split up to fit the 4 stations that the pool allows. The stations will
allow for social distancing.
• Practices will be done in blocks of 2 hours: 1.5 hours of practice and 30 minutes allocated
to leave the facility and prepare for the incoming group.
• Swim practice will be held in two blocks
• Practices will include passing, shooting, swim technique and water polo conditioning
drills, which will be done by following the markers on the pool deck to assure 6ft
individual distance.
• There will be no player-to-player or player-to-coach contact until the 6ft guidelines
change.
Staff Protocol
• All staff will conduct a temperature check upon entering the pool deck. Staff members
that have a temperature of 100.417 or above will not be allowed on the pool deck.
• All staff will answer a health screening questionnaire. Any staff that has been in contact
with someone that is sick within the past 14 days will not be allowed on the pool deck.
• Staff will be required to complete a health screening questionnaire prior to entering the
facility.
• A minimum of 5 staff members will be required to be on the pool deck at all times.
• All staff will be required to wear a mask and gloves at all times. These will be provided
by Patriot Aquatics.
• Masks and gloves may NOT be reused.
• Interpersonal contact is NOT allowed. All coaches have to maintain the 6ft social
distancing guidelines.
• Each station has one coach to oversee the activity. This coach is responsible for following
the 14 legal duties, while working towards improving the athlete's form, motivation and
skill level.
• The coaches are also responsible for the athletes maintaining the 6ft social distancing
guidelines in the pool.
• While 4 coaches are working on practice, the other staff member on deck is in charge of
the cleaning process.
Cleaning Protocol
In order to ensure clean equipment and facility, there will be a 30 minute period in between each
age group's practice. In this 30 minute window, the coaching staff will take the following steps
to ensure the cleanest environment possible:
Equipment:
• Clean all warm-up equipment with disinfectant wipes.
• Clean and disinfect all equipment used during the previous practice with disinfectant and
wipes.
Pool deck:
• Clean the designated area for personal belongings with water and soap.
• Clean the pool deck with water and soap.
• Clean the gates with wipes and disinfectant spray.
• Spray down the bleachers with water and soap.
Tablet:
• Tablet is covered with seran wrap.
• Seran wrap will be removed and replaced during each practice to ensure clean surface
area for the next group to check in.
Temperature gun:
• Temperature gun will only be touched when wearing gloves.
• Temperature gun will be wiped down during each practice to prepare for the upcoming
group.
After all practices are concluded for the day, the coaching staff will do one more walk-through of
the facility to ensure everything was properly cleaned and stored.

*This is an outline of the Beckman High School pool.
Everybody that wants to be on the pool deck will come in at the sign-in gate. They will answer
basic health questions on a tablet. If they do not meet the health requirements they will not be
allowed on the pool deck. The same protocol applies to parents and visitors. To ensure 6ft social
distancing, markers will be placed on the ground to portray the place where each individual will
stand in line.
Once players and parents have checked in,players will be directed to the warm-up area while
parents will be asked to stay in the bleachers. Both parents and players will maintain a 6ft
minimum social distance throughout this process. In the warm-up area,players will be working
with bands and mobility equipment.
At the warm-up area,places will be marked on the ground for athletes to leave their personal
belongings. These markers will be a minimum of 6ft apart. After warm-up, the players will be
separated into 4 groups of 4-8 athletes. Throughout practice, athletes will remain in the pool,
while parents and visitors remain in the bleachers.
After practice all athletes will leave through the gate on the opposite side of the entry point,
while parents leave through the second gate near the entry point. This will minimize traffic in the
sign-in gate, and lower any risk of transmission of asymptomatic carriers.

2m Defender - Social Distancing Drills
In order to maintain social distancing guidelines while in the pool we will use a type of buoy to
simulate the center offensive player. When I refer to the 2m defender, guard, player I am
referring to the athlete performing these drill.
Patriot currently has this equipment and have used this before so we know it works. The ball is
secured by two velcro straps that encase the ball. It is attached to a 2m elastic band that we
wrap around a weight belt. The ball is tethered in such a way that the ball cannot float or move
and the belt is heavy enough not to be swayed by waves or strong kicking.

The athletes are to get into the water ONE AT A TIME while maintaining 2 meters of separation.
They will take over the ball, tether, and weight and sink it to the bottom. Each ball will be at least
5m apart so the athletes can move all around the ball.
These drills should be set up so that all players begin in the same position. This will ensure they
do not end up next to each other (on the same side of the ball.)
In these drills the "center" is the ball tethered to the weight that should stay in one position. The
player must visualize, or imagine, where the goal, game ball, and perimeter players would be.
The coach will instruct the players on how to visualize before the drills.
Sometimes the athlete will need to be heavy against the ball and other times they will need to
allow the ball to stay up.

Coach Notes
• Have athletes mentally visualize where the goal and ball are.
• Make sure the guard keeps their head on a swivel quickly checking where the ball would
be and what the center is up to.
• Guard is to keep hips up and away from the ball at all times.
• Use light hands on the ball to maintain contact without sinking it.

Pendulum Lunge Drill
• Right arm behind the "back" of the center with the hand on the ball, under the
water.

• Get the right hand up to deflect any entry pass, the left arm should be across the

• Player must visualize where the goal, ball, and perimeter players would be.
• Hips up, fronting the "center", legs to the 1 spot, right hand up rejecting the entry
pass, left hand on the centers shoulder.
• On whistle the player refronts to the 2 position by taking a quick stroke with the
right hand and a breast kick with the legs. Get right hand back up to reject entry
pass.
• Repeat to 2 to 3 position.
• From the 3 to 4 position breast kick and switch hands so the right hand in on the

• From 4 to 5 player takes a quick back stroke with the left hand and breast kicks
their hips towards the 5 spot. Right hand in on the center's shoulder.
Cross Pass Drill
• Defender has their right hand on the center, legs towards the 5 position, left hand
up to reject the entry pass.
• On the whistle the defender sprints around to the other side of the center. Get left
hand on the ball, legs towards the 1 position, right hand up to reject the entry
pass.
Hands Up - No Foul (Contain)
• On the whistle the guard must put both hands up, high and wide, with elbows
above the surface. Guards should keep their hips as high as they can while still
staying up.
• The guards head should be on one side of the center.
• On the whistle the guard uses their forearm and breast kick to pendulum lunge to
the other side of the center.
• Repeat for however long continuously.
• Alternative: Same thing with hands out, but on the whistle the guard counter
spins to the other shoulder and resumes egg beating with hands out.
Taking the Exclusion
• Same as Hands Up - No Foul but at the end of the drill the guard gets up big and sinks
the ball with ONE hand, the other hand is up.

Instructions:
A. Place players on line between 8 and 10 yard line facing the goal.
B. Have players take turn shooting "set" shots at the goal.
C. Every fifth player to have shot blocked (Hl02R3S4E5) must exchange places with the goalie.
D. Every time a shot misses the cage completely the shooter must retrieve the ball then swim two
lengths of the pool before returning to the shooting line.
