HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION TO: SUBJECT: AWARD OF CONTRACT FOR CONSTRUCTION OF THE NEWPORT AVENUE REHABILITATION PROJECT (CIP NO. 7165), THE SYCAMORE AVENUE SIDEWALK ENHANCEMENT PROJECT (CIP NO. 7185), AND THE WALNUT AVENUE SIDEWALK ENHANCEMENT PROJECT (CIP NO. 7186) SUMMARY Bids for the Newport Avenue Rehabilitation Project between Sycamore Avenue and McFadden Avenue (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement Project (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement Project (CIP No. 7186) have been received and a construction contract is ready to be awarded. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Approve a supplemental appropriation of $170,000 from the unappropriated Gas Tax Fund to the Newport Avenue Rehabilitation Project between Sycamore Avenue and McFadden Avenue (CIP No. 7165). 2. Award the construction contract for the Newport Avenue Rehabilitation Project between Sycamore Avenue and McFadden Avenue (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement Project (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement Project (CIP No. 7186) to Silvia Construction, Inc., the lowest responsible bidder in the amount of $531,605.80, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT The City's Capital Improvement Program (CIP) budget for Fiscal Year 2005-2006 provides $350,000 in Measure "M" Turnback Funding for construction of the Newport Avenue Rehabilitation Project (CIP No. 7165). The bid amount for this portion of work is $448,405.70. A supplemental appropriation of $170,000 for the Newport Avenue Rehabilitation Project (CIP No. 7165) from the unappropriated Gas Tax Fund is needed to fund the construction shortfall and to fund construction contingencies, materials testing, and inspection costs. Award of Contract for Construction of the Newport Avenue Rehabilitation Project (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement Project (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement Project (CIP No. 7186) December 5, 2005 Page 2 Community Development Block Grant (CDBG) funds provide a total of $155,000 for the Sycamore Avenue Sidewalk Enhancement Project (CIP No. 7185) and the Walnut Avenue Sidewalk Enhancement Project (CIP No. 7186). The bid amount for the Sycamore Avenue Sidewalk Enhancement is $18,284.00 and the bid amount for the Walnut Avenue Sidewalk Enhancement is $64,916.10, for a total of $83,200.10 which is within the budget. BACKGROUND Bids were opened on November 15, 2005. There were seven (7) bids received and the results are summarized as follows: . Alliance Streetworks, Inc., Anaheim ..........................................$674,863.00 The references and the State Contractor's License for Silvia Construction, Inc. have been checked and are appropriate for the subject project. Their total bid of $531,605.80 for the Newport Avenue Rehabilitation (CIP No. 7165), the Sycamore Avenue Sidewalk Enhancement (CIP No. 7185), and the Walnut Avenue Sidewalk Enhancement (CIP No. 7186) is about 4% above the engineer's estimate of $510,000. However, their bid amount of $448,405.70 for the Newport Avenue Rehabilitation (CIP No. 7165) is about 11% above the engineer's estimate of $405,000.00 and about 28% above the $350,000.00 already budgeted for the project construction. This is primarily due to a very busy construction market and significant increases in the cost of concrete and asphalt. Therefore, an additional $170,000 needs to be appropriated to cover the construction shortfall plus construction contingencies, materials testing and inspection costs. Work for the Newport Avenue Rehabilitation between Sycamore Avenue and McFadden Avenue consists of removal of failed pavement sections; resurfacing of the entire street with new asphalt concrete; removal and replacement of curb ramps to comply with the latest requirements of the federal Americans with Disabilities Act (ADA); removal and replacement of damaged sidewalk, curb and gutter; and installation of new traffic loops and striping. Work for the Sycamore Avenue Sidewalk Enhancement consists of removal and replacement of sidewalk, and removal and replacement of curb ramps to comply with the latest ADA requirements on the south side of Sycamore Avenue from Carfax Drive to School Lane.
