AWARD OF CONTRACT FOR INSTALLATION OF A WICK IRRIGATION
SYSTEM ON JAMBOREE ROAD - PHASE II (CIP NO. 1538)
SUMMARY
Four (4) bids for this project have been received and a construction contract is ready to be
awarded to TruGreen landcare. This joint project with Irvine Ranch Water District (IRWD)
provides for the second phase of modifications of the existing irrigation system and the installation
of a Wick Irrigation System on Jamboree Road.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the installation of a
Wick Irrigation System on Jamboree Road - Phase II (CIP No. 1538) to TruGreen landcare
the low bidder, in the amount of $95,000, and authorize the Mayor and City Clerk to execute
the contract documents on behalf of the City.
FISCAL IMPACT
The FY 2005/2006 Capital Improvement Project budget for Jamboree Road Irrigation System
replacement (CIP No. 1538) provides adequate funds for this project. The construction cost of
this joint project is subject to 50% reimbursement by IRWD.
DISCUSSION
The City of Tustin and the Irvine Ranch Water District (IRWD) executed an agreement on
January 31, 2002 for the design and construction of Phase I of the Wick Irrigation System on
Jamboree Road as a demonstration project. On July 19, 2004, the City Council approved the first
amendment to this original agreement providing for a 50/50 share of cost for the design and
construction of Phase II of the Wick Irrigation System on Jamboree Road with IRWD. Phase II
construction will modify a portion of the existing irrigation system and install new Wick Irrigation
System on Jamboree Road between Pioneer Road and north City limits.

On October 17, 2005, the City Council approved plans modifications and authorization to re-
advertise for bids for this project. Four (4) bids were received and opened on November 22,
2005, and are summarized as follows:
TruGreen Landcare, Orange .......................................................... $ 95,000.00
Lanko Landscape Management, Santa Ana ................................... $110,000.00
America West Landscape, Inc., Downey......................................... $146,200.41
Romero General Construction, Escondido ...................................... $238,500.00
TruGreen Landcare's bid is 5.0% below the engineer's estimate of $100,000. The references
and the State Contractor's License for TruGreen Landcare have been checked and are
appropriate for the subject project. TruGreen Landcare is also the current City landscape
contractor.
