SUBJECT: LAUREL GLEN PARK WALL MURAL PUBLIC ART PROJECT
SUMMARY:
At their May 20, 2020, Regular Meeting, the Community Services Commission
recommended to forward a public art wall mural design selected by the Public Art
Committee for consideration by the City Council.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 20-37 approving the wall mural
design, submitted by artist Mike Tauber, to be installed on the North-East facing wall of
the Laurel Glen Park restroom building, and authorize the Parks and Recreation
Department to execute an agreement with the artist.
FISCAL IMPACT:
The artist will be paid $7,500 upon completion of the wall mural, which is the balance
remaining in the Public Art Fund for the 2019-2020 Fiscal Year.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
On March 20, 2018, the City Council approved the City of Tustin Public Art Policy and
established a Public Art Committee to administer the Public Art Program and manage a
$15,000 Public Art Fund comprised of General Fund monies for the purpose of
strategically commissioning public art projects. The Public Art Committee began meeting
in September 2018 and thus far has completed two public art projects: Phase 1 of the Old
Town Planter Box Art and the Civic Center Seat Wall Mural.
In February 2020, the Public Art Committee solicited artists through a Request for
Proposal (RFP) to complete a wall mural public art project on the restroom building at
Laurel Glen Park. Seven artists responded to the RFP submitting 15 mural concepts for
the Public Art Committee to review. After considerable discussion, the Committee

approved a mural concept by Mike Tauber featuring colorful ceramic bird silhouettes over
painted stucco. As per the City of Tustin Public Art Policy, this selection was forwarded to
the Community Services Commission for recommendation to the City Council for final
consideration and approval.
Staff estimates that the Laurel Glen Park Wall Mural will be completed by the end of June
2020.

MIKE TAUBER specializes in exterior wall relief and murals in ceramic tile, paint, and cement. Tauber earned his Bachelor's Degree
in Art and Environmental Design at San Diego State University in 1985. Starting as an architectural illustrator, he has been
commissioned for landmarks, parks, schools, churches, resorts, residential and commercial centers. His works are purposeful, site-
specific, and responsive to the needs of its users. Based in Laguna Beach since 1987,he has worked internationally since 1995.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH
THE ARTIST
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, a Request for Proposals was published and the Public Art
Committee reviewed and discussed each proposal; and
WHEREAS, the Public Art Committee has made recommendations to the City
Council with regards to approving the artwork submitted by Mike Tauber for a tiled
mural on the North-East facing wall of the Laurel Glen Park Restroom building as set
forth in the accompanying staff report.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the artwork recommended by the Parks and Recreation Department
and authorizes the Director of Parks and Recreation to execute an agreement with the
artist as recommended by the Public Art Committee in a total amount not to exceed
$7,500; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 2nd day of June 2020.
