STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 20-32 TO ACCEPT IMPROVEMENTS FOR THE FISCAL YEAR 2018-19 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT, CIP NO. 70018 AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Fiscal Year (FY) 2018-19 Roadway Rehabilitation and Sidewalk Repair Project, (CIP No. 70018), has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Adopt Resolution No. 20-32 accepting the construction of the Fiscal Year (FY) 2018-19 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70018); and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Fiscal Year (FY) 2018-19 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70018) is $1,698,867.48 including authorized contract change orders in the total amount of $54,779.60. The contract change order comprised of additional spandrel and cross gutter work at Newport Ave and Del Amo and additional fees related to the removal of an unforeseen existing petromat layer in asphalt. Sufficient funds were budgeted and appropriated in the Capital Improvement Program. The project is part of the City's ongoing Maintenance of Effort (MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding and is funded through a combination of General Fund, Measure M2 Fair Share, and Gas Tax. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #5, which among other items, is to ensure continuous maintenance and improvement of public facilities. DISCUSSION On June 18, 2019, the City Council authorized the award of construction contract to Onyx Paving Company Inc. The FY 2018-19 Roadway Rehabilitation and Sidewalk Repair Project (CIP No. 70018) consisted of asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, traffic striping, and removal and replacement of curb ramps to meet current federal Americans with DocuSign Envelope ID:017DC25D-E48F-4BC4-930A-CECD4686EE94 Notice of Completion Fiscal Year 2018-19 Roadway Rehabilitation and Sidewalk Repair Project, CIP No. 70018 June 2, 2020 Page 2 Disabilities Act (ADA) requirements on various streets within Zone 7 of the City's Pavement Management Program. The City is divided into seven pavement zones with one zone targeted each year for pavement maintenance. Through a rolling seven-year cycle, this Zone 7 (attached map), generally bounded by Edinger Avenue to the north, Tustin Ranch Road to the east, Barranca Parkway/Warner Avenue to the south, and Costa Mesa Freeway (SR-55) to the west. The project also includes citywide sidewalk repair which focuses on removal and replacement of damaged sidewalk at numerous locations throughout the City based on an annual field survey conducted by the Engineering Division. Location Map S:\Cily Counol le-Q020 Council Item i06-02-202MNOC-FY 18-19 Roadway Rehab and Sidewalk Repair(CIP 70018)INOC staff report-Annual Main(CIP 70018)-Onyx draft.docx DocuSign Envelope ID:017DC25D-E48F-4BC4-930A-CECD4686EE94 RESOLUTION NO. 20-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE FY 2018-19 ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT (CIP NO. 70018) WHEREAS, Onyx Paving Company, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: FY 2018-19 Roadway Rehabilitation and Sidewalk Repair Project (CIP NO. 70018) BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
