HUSTON, CITY MANAGER FROM: HUMAN RESOURCES DEPARTMENT SUBJECT: REVISION TO THE CITY'S CLASSIFICATION AND COMPENSATION PLANS REORGANIZATION OF STAFF -- TUSTIN LEGACY SUMMARY: This agenda item recommends amending the City's Classification and Compensations Plans by adding one allocation for the classification of Transportation and Development Services Manager and eliminating one allocation for the position of Senior Project Manager. Staff duties in the Public Works Department have evolved to meet the needs of the Tustin legacy project. Development processing and transportation management issues have taken on a prominent role, necessitating the establishment of a classification titled "Transportation and Development Services Manager". RECOMMENDATION: Adopt Resolution 06-03 amending the City's Classification and Compensation Plans. FISCAL IMPACT: Approximately $ 3,500 for the remainder of the 2005-06 fiscal year. BACKGROUND AND DISCUSSION: Pursuant to the City's Personnel Rules and Regulations, the City is required to maintain Classification and Compensation Plans covering all classes of positions in the City service. As various needs arise staff makes recommendations for changes to these plans. Consistent with current practice, staff requests approval from the City Council to amend our Classification and Compensation Plans as follows: Classification Allocation Ranqe Monthlv Salarv Transportation and Development +1 856 $7,440 - $9,085 Services Manager Senior Project Manager -=--L- 817 $6,749 - $8,242 Net Change 0 The classification of Transportation and Development Services Manager is requested to be added to the City's Classification and Compensation Plans to provide a division manager classification in the Public Works Department whose responsibilities will focus on the management of development processing, and transportation issues for the Tustin Legacy project. The position of Senior Project Manager will be reclassified to this new classification of Transportation and Development Services Manager. The fiscal impact of this modification is funding the differential in the salary ranges and can be covered through salary savings achieved thus far this fiscal year. Approval of this agenda item simply amends the Classification and Compensation Plans to staff at a level that meets the City's current and future operational requirements. Tim D. Classification Specification for Transportation and Development Services Manager RESOLUTION NO. 06-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION PLAN WHEREAS, the City adopted a Classification Plan in 1984 by adopting Resolution No. 84-63; and WHEREAS, the City Council has amended its Classification and Compensation Plans when appropriate; WHEREAS, it is now desirable to revise and update the City's Classification Plan; WHEREAS, the City now desires to amend its Classification Plan by adding the Transportation and Development Services Manager classification. NOW, THEREFORE, the City Council of the City of Tustin, California does hereby resolve that the Classification and Compensation Plans of the City of Tustin, dated August 20, 1984, as previously amended, is hereby amended. Passed and adopted at a regular meeting of the Tustin City Council held on the 3rd day of January, 2006. Therefore, specifications mav not include all duties performed by individuals within a classification. In addition, specifications are intended to outline the minimum qualifications necessary for entry into the class and do not necessarily convey the qualifications of incumbents within the nosition. DEFINITION: Under general direction, plans, organizes and directs the development processing, traffic engineering and transportation planning activities related to the City's public works program(s); provides advance planning for the City's orderly development; provides highly responsible and professional staff assistance to the Director; performs related duties as assigned. CLASS CHARACTERISTICS: This single position class typically reports directly to the Department Director and is responsible for the management of infrastructure construction of large scale city development projects. ESSENTIAL FUNCTIONS: (includes but are not limited to the following) When a position is to be filled, the requisite essential functions will be noted in the announcement of position availability. Plans. directs and organizes the work of engineering staff and consultants in developing and completing related programs, studies and capital improvement projects; supervises directly or through subordinate supervisors all employees of the division. Initiates necessary engineering studies and investigations and reviews the analysis and interpretation of compiled data; directs engineering analyses and reviews recommendations. Plans improvement of the street system to expedite traffic movement; supervises studies relating to channeling traffic; conducts long range studies of traffic flow and develops plans for one way streets, arterial ways and no-turn intersections. Implements policies mandated by Federal, State and local agencies; monitors, formulates and provides input on Federal, State and Local legislation related to transportation; interacts and serves as the City's liaison to other agencies that impact the City's transportation functions and projects. Participates in and provides expertise and support to the Planning Commission, Redevelopment Agency, the City Manager and City Council on matters relating to transportation and traffic; plans, directs and organizes the traffic and transportation work for major city projects (I.e. Tustin Legacy). Develops action plans and directs the preparation of grant applications; develops expenditure plans and monitors expenditures to maintain funding eligibility. Prepares and evaluates requests for proposals for projects requiring contract work related to development projects; directs the preparation of project cost estimates for competitive bidding purposes; reviews the plans of consulting firms performing work for the City and evaluates their performance. Supervises assigned staff; participates in the screening and selection of section staff; trains and evaluates employees; initiates and carries out appropriate disciplinary actions. Compiles and analyzes statistical data and prepares technical reports relating to traffic and transportation projects and programs; assists in the preparation of cost projections for the department budget and monitors expenditures; recommends and initiates changes to departmental procedures, policies and regulations. Transportation and Development Services Manager Page 2 of 3 WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, and turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, plans, specifications and other information. Acute hearing is required when providing telephone service and communicating in person. The need to lift, drag and push files, reports, specifications, plans or other materials weighing up to 10 pounds is also required. This position is also expected to perform inspections of work in the field that may require walking on uneven ground, working around machinery, fumes, dirt and gas, and in varying temperatures. QUALIFICATION GUIDELINES: (The following are minimal qualifications necessary for entry into the classification) Education and/or Experience: Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance. Example combinations include: Graduation from an accredited college or university with a bachelor's degree in civil engineeri"!), traffic engineering, transportation planning, urban planning or a closely related field and five years of relevant, professional transportation planning experience including two years in a supervisory capacity. A master's degree in a related field is highly desirable. KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's necessary to perform essential duties of the position) KnowledQe of: Extensive knowledge of the principles, practices and methods related to development processing, public works; bidding and construction, transportation planning and traffic engineering. Thorough knowledge of the principles and practices of supervision; laws, ordinances and regulations governing the design and construction of public infrastructure improvements; contracts and consultant coordination. Considerable knowledge of municipal government and issues of concern to developers, private property owners, contractors, private engineers and others when dealing with development and public infrastructure matters; grant writing; budgeting and municipal finance. Abilitv to: Communicate clearly and concisely, both orally and in writing; research and prepare complex engineering reports; review and check complex engineering designs, computations, plans and studies; plan, direct, and coordinate public works traffic and transportation engineering programs and manage a unit; select, train, supervise and evaluate employees; represent the City in a variety of meetings; make decisions regarding operational and personnel functions; operate programs within allocated amounts; respond to emergency and problem situations in an effective manner; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management principles and practices; develop comprehensive plans to meet future City needs/services; deal constructively with conflict and develop effective resolutions; plan and enforce a balanced budget; develop new policies impacting department operations/procedures; interpret financial statements and cost accounting reports; establish and maintain effective relationships with the community at large, the City Council, and other public officials. Transportation and Development Services Manager Page30f3 SPECIAL REQUIREMENTS: Possession of a Class C California driver's license and a satisfactory driving record. Possession of a certificate of registration as a civil engineer or traffic engineer issued by the California State Board of Registration for Professional Engineers is desirable. Receive satisfactory results from a background investigation, physical examination and administrative screening which meet the established qualification standards.
