SUBJECT: RESOLUTION RELATING TO SALARY RANGES-PART-TIME EMPLOYEES
SUMMARY:
Adoption of the attached Resolution will authorize salary adjustments for unrepresented
part-time employee classifications.
RECOMMENDATION:
Adopt Resolution No. 06-08 amending the City's Classification and Compensation Plan
and granting salary increases to the City's unrepresented part-time employee
classifications.
FISCAL IMPACT: Approximately $11,000 for calendar year 2006.
BACKGROUND AND DISCUSSION:
The City employs two types of part-time employees, regular and temporary. This
Resolution applies to the temporary and seasonal part-time positions because the
regular part-time positions are represented by their respective organizations.
Temporary and seasonal part-time employees are not represented by an association or
labor organization and their pay ranges have been reviewed and adjusted annually to
maintain competitive position recruitment and retention purposes. The salary
adjustment provided in this Resolution is consistent with the direction previously
provided by Council for the TMEA unit and unrepresented groups by providing a COLA
adjustment of 5.5% (comparable to the increase in the Consumer Price Index for All
Urban Consumers (CPI-U) for the LA, Riverside, Orange County area for the year
ending October, 2005. Unrepresented part-time employee classifications do not receive
benefits.

We anticipate the costs associated with this Resolution can be absorbed by current
departmental budgets. As such, no budget adjustment is necessary.

RESOLUTION NO. 06-08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN RELATING TO SALARY FOR UNREPRESENTED
PART-TIME EMPLOYEE CLASSIFICATIONS
THE CITY COUNCIL OF THE CITY OF TUSTIN HEREBY RESOLVES AS
FOLLOWS:
SECTION 1: DEFINITION
A Part-time employee is defined as employee in a position having a work week of
fewer hours than the full work week established for a full-time position in the class. A part-
time position may be either temporary or regular. Regular part-time positions are
represented by their respective organizations. Temporary part-time employees are not
represented by an association or labor organization. Temporary part-time classifications
are listed in Appendix A.
SECTION 2: EFFECTIVE DATES
The effective date of the salary adjustments is with the pay period beginning
December 26, 2005.
SECTION 4: SALARY INCREASE
The schedule of hourly salary rates is contained in Appendix A. The schedule
contains a COLA adjustment of 5.5% for temporary part-time classifications listed which
shall be effective with the pay period beginning December 26, 2005.
Passed and adopted at a regular meeting of the Tustin City Council held on the
3nd day of January, 2006.
