Item: 2. THREAT TO PUBLIC SERVICES OR FACILITIES (Government Code § 54957):
Consultation with Police Chief and City Attorney
eComment: Councilmembers, The City Manager, City Council and Tustin Police Department
should take the national and local mistakes by police and government in the last two weeks as
inspiration from which to be more transparent with its community. More simply, our local
government needs to be more transparent. If there is a "local emergency," Mr. Kendig should
require that specific and credible threats to citizens' lives or property be disclosed before signing
off on any orders. Mr. Kendig should also be reminded of the importance of the Constitution of
the United States, and I hope that he remembers Chief Greenberg should lead his department to
inform the public of these threats, not to scare citizens but as justification for any potential
enforcement. What City Manager West decided, what Mr. Kendig signed and what Chief
Greenberg enforced on June 1-2 was fearmongering, and it was illegal. Enacting curfews and
other authoritative actions are antithetical to the City Council's belief in supporting its community
and its businesses. I hope that you, the council, consider your allegiances and remind
yourselves of those you serve: the people of Tustin.
